Call for Proposals Global Corruption Barometer 2012 -

Project Background

Transparency International’s Global Corruption Barometer is the largest cross country survey to collect the general public’s views on and experiences of corruption. The survey was conducted in 100 countries in 2010 and 2011, the most comprehensive wave since the survey was first launched in 2003. The 2012 Global Corruption Barometer will continue the growth and success of the previous survey waves by providing an extensive global insight into bribery and corruption as perceived and experienced by people around the world.

Transparency International is seeking a survey company to carry out the fieldwork for this leading public opinion survey in as many countries as possible for the 2012 iteration.

Scope of Work and Timing

General Assignment

Tasks to be undertaken by consultant:

  • To translate the questionnaire.
  • To train interviewers and supervisors
  • To pre-test survey instrument and feedback any concern to TI-S
  • To design national samples.
  • To carry out fieldwork for the survey.
  • To clean the data
  • To deliver, on time, individual data and supporting documentation in electronic format.

Research methodology: The methodology to be used is that of a direct survey with closed ended questions. The survey instrument will be comprised of approximately 50 questions plus demographic data. The questionnaire will be designed by TI. The core questions and structure are available here as Annex 1.

Country coverage: This survey should capture public opinion from as many countries as possible (approximately 100). These countries should have a broad geographical representation and include all major leading and emerging economies.(Please refer to http://www.transparency.org/policy_research/surveys_indices/gcb/2010 for the list of countries covered in 2010. In a 2011 “addendum survey”, the following additional countries were covered: Burundi, DR Congo, Ethiopia, Malawi, Maldives, Mozambique, Nepal, Rwanda, Sudan, South Sudan, Sri Lanka, Tanzania, Yemen, and Zimbabwe.)

Population: representative of national adult population.

Sample Size: 1000 people per country

Sample design: the Consultant should propose a sampling approach in each country that ensures adequate representation of the population of the country as a whole, using two or more stages, taking into account sample frame limitations associated with using available census or other data. The basic sample design to be applied in each country must be a multi-stage, random (probability) sample. In each country, a number of sampling points should be drawn with probability proportional to population size (for a total coverage of the country) and to population density.

Survey Administration: Field workers comprising interviewers and supervisors will need to be recruited in sufficient number and of sufficient quality (experience) to conduct the survey over a period of maximum two months in each country. The Consultant should have good knowledge of the country and its relevant languages to engage effectively with field teams and household respondents to obtain reliable data. The Consultant will use the survey questionnaire prepared by TI-S, with minimal adaptations for country conditions. Depending on the country, the Consultant could choose the appropriate interviewing method (face to face, telephone, or online interviewing). The Consultant could also choose to add the questionnaire to an omnibus survey if they see it feasible.

Data cleaning: The Consultant shall be responsible for data entry and cleaning, providing clean data files to the country for research and to the TI-S by 1st June 2012. The Consultant will work with supervisors and interviewers to identify and explain common mistakes and how to correct them during evening de-briefing sessions during data collection. The consultant will create a consolidated database in STATA, and provide documentation including a codebook for accurate interpretation of data.

Timing

The project is expected to take approximately 13 weeks. Final dataset, tables and all relevant materials must be received by Transparency International by June 1st, 2012.

Budget

The total budget available for the comprehensive global survey work is in the range of €750,000. The scale and scope of your proposal for this project should fit within this budget.

Deliverables

  1. Translated questionnaires and fieldwork report (including sample frame and details of local survey company) for all countries
  2. Country by country data files in electronic format
  3. Final consolidated database in STATA format
  4. All relevant documentation including codebook in electronic format

Contract Terms

Budget: The consultant is expected to complete the work laid down in these TORs in accordance with the budget submitted to TI at the beginning of the consultancy.

Duration: The contract duration will be 13 weeks

Property: All documents including survey instruments produced by the Consultant in providing the Services shall be and remain the property of TI and shall be handed over to TI from time to time on demand and in any event on the Termination Date. The final outputs of the consultancy are understood to be the solely property right of TI and the services provision agreement will not constitute any entitlement to its use or dissemination beyond the terms of the contract.

The contract will include the other standard clauses regarding confidentiality, termination, etc.

Application Process for Submission

TI is accepting proposals from consulting firms and organisations. All proposals must be received on or before 10th February 2012 (18:00 Berlin time). Proposals should be sent electronically to mheide@transparency.org. The e-mail submission should indicate in the subject area “PROPOSAL FOR GLOBAL CORRUPTION BAROMETER 2012”.

Applications must contain the following:

1) Itemised list of countries to be surveyed, including details of sample size, survey administration method, name of local survey company (where appropriate) and cost in each country.

NOTE – TI is accepting proposals for surveying a subset of countries (regional or otherwise), on the basis of specific survey firms’ capacity, but appreciating that the budget available for this work is for global coverage.

2) A work plan and timeline for completion of the project, a contingency plan to address potential time delays.

3) A description of the work team that would be dedicated to the project.

4) Indication of experience performing similar tasks.

5) Detailed budget to carry out the project.

6) At least two references, ideally from clients whose projects were similar in scope and content to the project proposed in this tender.

  • Strong experience in conducting opinion surveys targeting the public.

  • Experience with survey research and quantitative analysis methods.
  • Capacity to deliver the outputs on time.

Process for Selection of the Consultant

The selection will be made by the Research Department at the TI-Secretariat. The decision will be based on the specifications stated here and specifically, the following weighting will apply:

Country coverage (total number and global spread of countries) 40%

Experience of consultant in undertaking similar survey projects 25%

Cost effectiveness 25%

Plan for development of survey and timeline 10%
