Minstry Quality Director-Nepal

PURPOSE OF POSITION:

World Vision International Nepal is a child focused Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. Motivated by our Christian faith, WV is dedicated to working with the world’s most vulnerable people. WV serves all people regardless of religion, race, ethnicity or gender. WVIN established in 2001. It’s program aims to improve the well being of the poor especially children through sustainable development, humanitarian emergency affairs (HEA) and advocacy. It assists over 24,000 sponsored children in 14 Area Development Programs located in 12 districts. The Ministry Quality Director is based in the National Office (WVIN), Kathmandu

To improve and standardize the quality of development programs. This includes quality planning, design, implementation, and monitoring and evaluation systems. In addition, develop quality activities and programs in key sectors including health, agriculture, education, disability, child participation, disaster mitigation & relief, and integrating these into the Area Development Programs (ADPs).

To lead efforts to strategically plan, and access existing and new resources for current and future priority program areas in line with the Country Strategy.



KEY RESPONSIBILITIES:

    • Ensure that the Technical Services Group is well functioning.

      Expand and develop this group that provides technical advice, assistance with design, and innovative sectoral interventions across the ADPs and grant projects, with a view of further expansion, integration and replication. Key areas of focus include:
      • Health (including nutrition, child safety, mother / child health, water supply and sanitation, village and commune health worker capacity building);
        Education ( including Early Childhood Care and Development (ECCD), Active Learning Methodology,
      • Vocational Education and Adult Literacy );
      • Livelihoods - Agriculture (including SALT, VAC, PAR, PIM and other innovative methodologies);
      • Disaster mitigation (particularly holistic Community Based Disaster Mitigation (CBDM));
      • Child Participation (across all project / program stages);
      • Capacity Building (including the development and implementation of activities that further build the sustainability of key project / program stakeholders including Hamlet Facilitators, Local Collaborators and Project Management Boards);
      • PMIS - Information Management (including the development of improved information sharing systems and mechanisms amongst WV programs and projects such as the development of websites, databases and other systems).
    • Effective Design, Monitoring and Evaluation department is in place
      • To be responsible for the Design, Monitoring and Evaluation (DME) quality of ADPs and grant projects including the planning and implementation of the Partnership LEAP Program and Transformational Development Indicators initiative.
      • This will involve the further development, refinement and implementation of quality monitoring systems to systematically measure progress across all ADPs and grants, to partnership best practice standards.
      • It will also involve tracking, planning and facilitating quality and regular ADP and grant project evaluations, in close cooperation with relevant National Program Director, Regional Program Directors / Managers and WVIN DME team.
    • Support Field Operations department in Disaster Preparation and Response
      • Be responsible for relief preparedness activities including monitoring potential disasters, networking with other organizations, pre-positioning, training the NRRT, and assessment of local disasters, leading to the preparation of funding proposals so that relief programs can be resourced and implemented effectively and efficiently through the NRRT and ADP / Grant Project staff.
    • Resource Acquisition.
      • Through networking within Nepal, and maintaining close relationships with WV Program Officers and Support Officers, identify potential funding opportunities for priority programs and projects.
      • Together with the National Project Development Specialists and National Director, decide on key areas for future programs and projects. Liaise with donors and other relevant stakeholders to complete relevant research to prepare and secure winning proposals.
      • Together with National Program Director, Regional Program Director / Managers, National Coordinators, Support Office Staff and ADP and grant project staff, facilitate the completion and submission of high quality proposals.
    • Enhance Leadership development
      • Participate in the overall leadership of WV Nepal by working as an active and effective member of the Senior Management Team (SMT) and Field Operations Department.
    • Partnership Development
      • Develop Partnership criteria (according to stakeholders involvement)
      • Ensure the Partnership processes are in place.
      • Educate WVIN Staff in Partnership approaches and make sure the Government requirements are fulfilled.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • MA or MBA in the relevant field,
    • Knowledge of donor requirements and funding sources such as: (USAID, OFDA, AusAID, ADB, EU, DFID) and other bilateral and multilateral donors, and ability to write good proposal and project design.
    • Excellent interpersonal skills with an enabling style. Able to work on an team of nationals and expatriates, and ability to mentor national staff.
    • Experience with government relations, and networking with international agencies. Experience in managing donor contacts and relations.
    • Good organizational and analytical skills.
    • Clear Christian commitment and spiritual maturity, while understanding the context of working in a restricted environment.
    • Demonstrated experience in development and management.
    • Field experience in development combined with a technical degree such as agriculture, sociology, education, health, organizational management, etc. Prior working experience in a World Vision field will be an added advantage.
    • Minimum five years professional experience in program planning, implementation, and monitoring and evaluation, particularly Area Development Programs, bi-lateral grants and other government grant compliance experience.
    • At least 8 – 10 years experience in Program Management in a complex, international organization preferably in INGO context
    • Must be willing and able to travel nationally up to 12 weeks per annum
