Program Overview
Pathfinder is currently seeking candidates for a Director of Finance and Administration to support a multi-country project headquartered in Washington, DC. The USAID-funded “Evidence into Action for Strengthened Family Planning and Reproductive Health Services for Women and Girls (E2A)” project is expected to strengthen FP/RH service delivery through the use and scale-up of evidence-based FP/RH service delivery interventions and best practices. The project will also build global support for the use of FP/RH best practices and ensure that knowledge of the same is synthesized and disseminated to strengthen service delivery at community and facility levels.
Position Purpose
The Director of Finance and Administration (F&A) has overall responsibility for finance and administration functions of the E2A Project. S/he ensures that financial functions support the timely and effective implementation of the program's technical scope of work. The Director of F&A ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. S/he oversees the overall administration of the Project including working with Pathfinder's HQ support units managing operations, contracts, procurement, accounting, and any HR activities on the Project. The Director of F&A liaises with country and project offices, local partners and with Pathfinder's Headquarters regarding any aspects of program implementation related to finance. S/he is responsible for ensuring the application of sound financial management procedures by E2A and all sub-recipients, including cooperating organizations, contractors, and NGO sub-grantees. In addition, the Director of F&A ensures that all budgets, expenses as well as program procurement activities are carried out according to USAID and Pathfinder standards and regulations.
Key Responsibilities
•Oversees and supervises the work of the Washington, DC-based project finance and administrative team. Guides, monitors and ensures quality and compliance of field-based finance functions. Provides training, mentoring and staff development opportunities to staff in both administrative and financial management functions.
•Leads Project annual budget development process. This includes managing the annual work plan, life-of-project and activity budgets for both core funds and field support and ensuring compliance of program expenditures with approved budgets; ensures the consistency, inclusion and accuracy of costs and that they comply with Pathfinder’s and USAID policy, where appropriate; and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
•Develops and maintains systems for program expenditure monitoring and tracking that include financial and contractual data. Provides routine pipeline analyses to Project Director and USAID. Also, provides any ad hoc reports requested by USAID. In addition, performs routine financial analysis on program expenditures, documenting and monitoring overall performance, analysing trends, identifying gaps to ensure efficient and sound project management.
•Implements standard procedures and forms that promotes and/or ensures programs compliance with the Cooperative Agreement terms and conditions, and that ensures program spending provides the best value.
•Ensures that systems of internal controls are in place and adhered to.
•Supervises internal financial report preparation and submission, bank reconciliations and all routine financial management functions.
•Ensures that required reports are submitted in the format and by the deadline stated in the Cooperative Agreement. Communicates and coordinates with USAID to ensure receipt of all necessary financial and contractual information and approvals.
•Trains all program staff on compliance with USAID regulations.
•Manages systems and administration for all contracts, sub-agreements and sub-grants.
•Ensures that procurements proceed in an efficient and compliant manner.
•Monitors consultant agreements.
•Supports Pathfinder internal and external audit functions and guides field offices/projects on the same.
•Supports selection of Finance & Administration staff at the country office/field level.
•Ensures that all equipment is inventoried and managed per USAID rules and Pathfinder International standards.
•Performs other duties and works on special projects as assigned by Project Director and Pathfinder International Headquarters Finance.
Basic Requirements
•Master’s Degree or higher in Business Administration, Finance, Accounting or other related field.
•Minimum of five years of experience in administration and financial management of large international projects including experience with USAID as well as contract and grant administration, budgeting reporting, accounting, and financial analysis experience.
•Thorough understanding of USAID financial guidance and regulations and sound judgement in applying them to diverse, field-based operations.
•Proven experience in the financial management and reporting of multi-million dollar project operations.
•Direct staff supervision experience as well as strong teambuilding and mentoring skills.
•Excellent diplomatic, interpersonal and communication (written and verbal] skills to interact effectively with staff, donors and local partners.
•Strong analytical and problem-solving skills with the capacity to develop and implement effective strategies for accomplishing assigned duties.
•Strong knowledge of and ability to use accounting principles and methods, techniques, and systems of financial management and be able to guide and implement best administrative and financial practices.
•Proficient computer skills and databases in Microsoft Office Suite with mastery of Excel spreadsheets.
•Experience with accounting software.
•Fluency in English both written and oral is required.
•Position requires some international travel depending upon project needs.
•Occasional travel to the US Headquarters.
