ROLE OF THE DSS PERFORMANCE REVIEW UNIT
The Directorate Single Sky represents the regulatory support area within the Agency. The Directorate shall deal with support to oversight, regulatory support, performance review, as well as civil-military coordination. One of its main tasks shall be to deliver the Agency's contribution to the implementation of the Single European Sky, supporting all EUROCONTROL Member States, the European Commission and the European Aviation Safety Agency (EASA).

Within DSS, the Performance Review Unit is responsible for monitoring and reviewing the performance of the European ATM; supporting the Performance Review Commission (PRC) in accordance with the Terms of Reference of the PRC and when acting as the Performance Review Body of the Single European Sky according to the Permanent Commission's Directive No 10/74 of 15.09.2010.

JOB RESPONSIBILITIES
The Junior Economic Specialist reports to the Head of Economics Section and is responsible for:

  • conducting analyses and reporting on economic and financial performance of Air Navigation Service Providers;
  • developing and applying relevant benchmarking techniques;
  • contributing to the definition, production and monitoring of economic performance indicators for Air Navigation Service Providers;
  • contributing to effective liaison with corresponding ATM stakeholders;
  • contributing to the recommendations to the PRC for performance improvements to the European ATM system;
  • contributing to the publication of regular reports on the findings of investigations;
  • performing any other tasks in line with the main purpose of this position.

REQUIRED PROFILE

  • University degree in economics/econometrics or any other related field, or equivalent professional experience.
  • A minimum of 3 years of relevant professional experience in applied economics, industrial organisation or applied regulatory economics.
  • Knowledge of econometric techniques.
  • Strong analytical, drafting, communication (oral/written) and convincing skills.
  • Ability to work under pressure and to meet tight deadlines while maintaining a high level of quality.
  • Result-driven, readiness to change, customer focus, integrity and team player approach.
  • Training and/or experience in international financial and accounting analysis would be an advantage.
  • Knowledge of standard Microsoft Office applications.
  • Ability to work in a multinational and multicultural environment.
  • The working languages of the Agency are English and French. For this particular post, candidates must have an excellent oral and written command of English and a working knowledge of French.
  • Knowledge of other European languages would be an advantage.

ADDITIONAL INFORMATION

  • An initial selection will be made by a Selection Committee on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.
  • Applications will be accepted from nationals of EUROCONTROL Member States only. Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period.
  • The selected candidate will be offered a contract of 32 months pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in the post, he/she will be required to work a probationary period of 9 months.
  • This notice may be used for the recruitment of similar posts, for a period of one year following the establishment of the reserve list.
