EOD operator, Libya HMA
The EOD Technical Advisor will refer to an International Operations Manager, and have the following overall responsibilities:
Technical Advisor's main responsibility is to act as international Team leader of a Demining/EOD/BAC component. In this you report directly to and are managed by the Operation Manager.
The EOD Operator will:
- Read and ensure he fully understand the country specific SOP
- Provide technical oversight of relevant field operations of the component for which he/she is responsible, including training, safety and security, daily operational planning and implementation, and the direction and discipline of locally employed operational and administrative personnel under his control.
- Provide advice on technical issues to the Operations Manager.
- Provide input to Operations Manager for capacity building of the team member of his/her team.
- Supervise and if necessary, carry out any Mine Clearance, Battle Area Clearance or Explosive Ordnance Disposal activities, in accordance with existing national standards and/or IMAS and authorised DCA SOPs, and within the qualifications and experience of the Operator.
- Assist, as required, in the development, maintenance and up-dating of the DCA SOPs.
- Producing proper records and reports on all aspects of technical operations and daily activity as requested by the Operations manager
- Assist the Operations Manager and Programme Manager in the training/briefing of managerial staff where their tasks may require understanding of technical mine clearance policy or procedure.
- As required by the Operations Manager, establish and maintain relationships at a technical level with all organizations (civil, commercial, military, or humanitarian) involved in mine action and related activities in the project area of operations.
- Undertake other such actions as deemed appropriate and necessary by the OM
- If appointed by the Operations Manager, take part in the accident/incident board of inquiry
- Plan and supervise daily activities in the field for the component he/she is responsible for to ensure that All working and safety procedures are followed according to DCA SOP
- Make a QA (quality assurance) and QC (quality control) on the minefield/working area according to the DCA SOP
- Co-ordinating medevac exercises, planned by the Operations Manager
- TA is responsible for proper use and maintenance of all equipment, such as vehicle, radios, mine detectors etc. that is issued to the component under his/hers responsibility.
- He/she is responsible for tasking his/hers team and preparing and checking reports, maps, photo log etc., as well as report on the activities of his/hers team, security situation and any other relevant information to the Operations Manager on daily and/or weekly basis.
- It is a responsibility of the TA to keep himself/herself updated about new techniques, manuals and devices.
- It is the responsibility of the TA to control the Medic, drivers and other supporting personnel attached to the team when it comes to their duties and responsibilities.
Applicants are expected to have the following qualifications:
- EOD level 3 or 4 certificate is required. (NATO standard or IMAS equivalent )
- Minimum 5 years International experience in Mine Action
- Knowledge and experience of EOD/ERW clearance methodologies is essential.
- Work experience from previous positions in Humanitarian Mine Action as International EOD TA highly desirable.
- Ability to establish overview and structure in a sensitive environment
- Willingness to corporate and coordinate with the non-operational units in the programme and persons from varied backgrounds and cultures
- Computer literacy essential including proficiency in excel, word, power point etc
- Fluency in English and working knowledge of Arabic is an advantage
