Evaluation, Accountability and Learning Movement Coordinator

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, providing assistance without discrimination as to nationality, race, religious beliefs, class or political opinions. The IFRC carries out relief operations to assist victims of disasters, and combines this with development work to strengthen the capacities of its member National Societies. The IFRC's work focuses on four core areas: promoting humanitarian values, disaster response, disaster preparedness, and health and community care.

Purpose of the position:

The International Federation of Red Cross and Red Crescent Societies (IFRC) collectively raised more than 1.1 billion CHF to support the recovery of Haiti following the January 2010 earthquake. It is important to identify the difference the Federation will make with the 1.1 billion CHF. It is equally important that the Federation collectively learn from these experiences as this will be needed to inform future major recovery operations. Adding to the challenge is the complexity of the urban environment in which much of the recovery is taking place. The recovery operation is occurring within what some describe as a ‘failed state’ lessening the probability of expected impact and threatening the sustainability of outcomes. Such an environment increases the need for a sound performance and accountability framework and expertise to oversee it.

The evaluation, accountability and learning (EAL) Movement Coordinator oversees performance and accountability of the Federation (membership and secretariat) in Haiti. The Coordinator ensures the identification of Federation-wide outcomes and impact and works to ensure measures are taken to address lessons and recommendations as part of an overall collective learning strategy. The Coordinator will work with the Performance and Accountability Working Group and the membership to identify and operationalize minimum standards and align them to the Haitian context, ensuring accountability to beneficiaries across membership programmes. The EAL Movement Coordinator will develop and manage a learning strategy ensuring the development of a few key ‘leave behind’ products that can inform future recovery strategy and operations in similarly complex environments.

A membership evaluation framework along with a broad-scale learning strategy and standards ensuring accountability to beneficiaries will form a performance and accountability framework in Haiti.

Key tasks and responsibilities:


Develop and oversee a comprehensive Performance and Accountability Framework (PAF) to guide the implementation of the collective Federation strategic framework and the actions of the membership in Haiti. Components of the Performance and Accountability Framework will include several items as detailed below:

Develop and oversee an evaluation framework for the membership that corresponds to the strategic framework for Haiti. Work closely with various PMER functions to ensure the monitoring and reporting systems are aligned with the evaluation framework and inform the strategic framework and subsequent iterations. Work in a collaborative way to ensure the monitoring and evaluation systems inform each other. The evaluation framework at a minimum will document key outcomes of the membership and where possible, identify impact according to international standards and best practices.

Responsible to monitor the environment and changing Haitian Recovery context and update the Strategic Framework as needed.

Lead the development and management of a database of highly qualified evaluation consultants to support the IFRC secretariat and the membership in meeting the evaluation standards.

Provide technical assistance to the membership in the design and management of programme evaluation.

Manage and oversee the work of consultants hired to support outcome and impact identification. Work to ensure results, where relevant, are adequately captured in collective membership reporting.

Oversee the identification and implementation of minimum standards of accountability to beneficiaries across the membership following objectives established by the performance and accountability working group (transparency, participation, M&E and complaints and response mechanisms)

Support the development of technical partnerships with the Government of Haiti, technical inter-agency cluster working groups, regarding impact evaluation, aligning resources and efforts where relevant.

Coordinate closely with management to ensure appropriate identification and use of strategic information.

Lateral Relationships:

Ensure effective working relationships with head of programmes and missions of Participating National Societies. Ensure effective working relationships with technical teams and services units and departments at Zone and Global Secretariat level, including but not limited to those working in planning, monitoring, evaluation, reporting, Federation-wide reporting and information management. Ensure effective working relationships with counterparts within Government of Haiti, Interim Haiti Recovery Commission, Recovery Clusters and various UN organizations.

Accountability:

To ensure efficient and effective management of Federation resources in the operations/programmes under the areas of responsibility. To ensure that the International Federation Secretariat in Panama and Geneva, through the relevant counterpart(s), is kept fully informed on cooperation/coordination developments in the country and on the operations/programmes within areas of responsibility. To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operation. To seek management and policy advice and guidance as required.

Duties applicable to all staff:

Actively work towards the achievement of the Secretariat’s goals. Abide by and work in accordance with the Red Cross/Red Crescent principles. Perform any other work related duties and responsibilities that may be assigned by the line manager.

Education/Qualifications:


Advanced university degree (Master’s or equivalent) in social sciences, international development or related field Advanced studies (Ph.D or equivalent) in social science research methods or equivalent, preferred

Experience

Minimum ten years international evaluation experience - REQUIRED

Minimum ten years working in recovery and development settings - REQUIRED

5 to 7 years experience in working for a humanitarian aid organisation in a low-income least-developed countries - REQUIRED

Experience in survey design and sampling - REQUIRED

Familiarity with Movement and International Federation policies and guidelines in particular the Seville

Agreement and Supplementary Measures and the Code for Good Partnership, preferred

Acquainted with International Federation policies, procedures and systems, preferred

Volunteer and/or work experience at national and/or international level in the RC/RC, preferred

Previous long-term missions in Haiti, preferred

Skills/knowledge:

Excellent planning skills (strategic, programme, project design)

Excellent stress management skills

Comprehensive knowledge of a range of qualitative and quantitative methods

Knowledge of a variety of statistical analysis and sampling methods

Good analytical skills and solution focused person

Able to demonstrate the difference between coordinating a group and managing a group and between leading and letting others lead
