Summary:
USAID is seeking to recruit Financial Management Audit/Assessment Officers for assignment in Afghanistan. This will directly support USAID’s mission to promote the rapid transition of Afghanistan to a more stable, productive, and democratic country with sustainable social development and economic growth. Tai Pedro and Associates (TPA), a global management and technology firm, is currently partnering with USAID to recruit highly experienced professionals to design and manage programs in various sectors. The Financial Management Officer position offers a competitive salary and benefits package, including allowances such as danger pay and hardship supplements.
This is a term limited non-career position. The Financial Management Officer (FMO) will be based at the USAID Headquarters Office at the U.S. Embassy in Kabul, Afghanistan and will be assigned to the Office of the USAID Controller. The USAID Controller's Office supports a wide-range of USG stability and development programs and activities throughout Afghanistan. The FMO as a representative of the USAID Controller will work directly with a broad range of other USG officials in assisting to develop strategies, designing projects and activities, conducting monitoring and evaluation of programs, and providing assistance and advice to both coalition partners and Government of the Islamic Republic of Afghanistan (GIRoA) counterparts.
FMOs will collaborate with various United States Government (USG) officials and support direct assistance programs within GIRoA, as well as direct assistance to Afghan civil society organizations, Non-Governmental Organizations (NGOs) and other multi-national partners. A key component of the duties and responsibilities will include providing direct capacity building support to (GIRoA) line Ministries, parastatal organizations, and USG implementing partners while conducting reviews and assessments of GIRoA activities and audits of all locally incurred costs by USG implementing partners. The FMO will be expected to act as Assessment/Audit Team Leader providing mentoring, hands-on training, and direction to USAID Foreign Service National (FSN) and GIRoA Civil Service employees. The FMO Team Leader duties will require the incumbent to work closely with a broad range of GIRoA counterparts from senior Ministry Officials in the capital city Kabul to lower-level provincial civil servants throughout the country.
The FMO will frequently travel to duty locations throughout Afghanistan including Regional Platforms (RP)/Regional Commands (RC), Provincial Reconstruction Teams (PRT), District Support Teams (DST), and Special Operations Task Forces (SOTF), with coalition military or civilian entities, often in rustic and challenging conditions using a combination of USG civilian and military air and ground transportation.
Qualifications:
Eligible applicants must demonstrate the following levels of experience, education and training:
A Bachelor's degree in Accounting or other relevant major plus six (6) years of progressively responsible work experience. The prior work experience should include knowledge in the audit arena at the equivalent organizational level of a "Senior Auditor" or higher management position within a Certified Public Accounting firm. Experience working in an overseas developing countries is desirable.
Applicants should posses a CPA license or have met the core University accounting course requirements to qualify for a CPA license in their State of Residence. A demonstrated ability to effectively interact with a wide variety of stakeholders, including community members, government officials, donor representatives and local and international NGOs is desirable.

A Master's degree in Professional Accounting or a relevant major, plus five (5) years of progressively responsible work experience. The prior work experience should include knowledge in the audit arena at the equivalent organizational level of a "Senior Auditor" or higher management position within a Certified Public Accounting firm. Experience working in an overseas environment in developing countries is desirable. Applicants should posses a CPA license or have met the core University accounting course requirements to qualify for a CPA license in their State of Residence. A demonstrated ability to effectively interact with a wide variety of stakeholders, including community members, government officials, donor representatives and local and international NGOs is desirable.

Relevant degrees may include: business administration, management, finance, economics, or public administration and policy. Academic degrees must have been completed at the time of application to be considered.
Physical Qualifications:
Civilians working in the field may be required to wear 30-40 pounds of body armor/helmet on a daily basis, as well as carry their daypack and water, usually in a backpack weighing an additional 8-10pounds. Field personnel are required to walk over uneven and rocky terrain over long distances. This includes field patrols of 5 miles or more to meet with local community members; these field patrols typically occur 2-3 times per week. Generally, personnel will be on their feet 5-6 hours per day. Transportation by armored vehicles will be used. Personnel working in the field are required to embark and disembark from such vehicles, which have high clearances and limited individual space to sit and maneuver. Clearances may be up to four feet off the ground, there will be high step rails and/or ladder-type steps, and doorways may be smaller than those of commercial vehicles· Living conditions are austere. At many field posts, housing consists of fortified shipping containers or tents and is often shared. Only basic medical care is available locally. Field environment is challenging. Desert temperatures often reach 100-105 degrees Fahrenheit in the summer. Temperatures at night can become very cold; field personnel must take precautions against frostbite. At times, field personnel may be required to evacuate quickly from an area under their own power due to security concerns such as hostile fire.
Applicants are expected to commit to at least one year and may commit for two (2) one-year tours, which must be approved by the mission in Afghanistan prior to the start of the second year.
