Coffey International Development is currently managing Strengthening Transparency Accountability and Responsiveness in Ghana (STAR-Ghana), a multi-donor fund programme which addresses the need to increase civil society and parliamentary influence in Ghana to foster better governance of public goods and services. In doing so, it aims to develop efficient and transparent mechanisms which can link civil society with and to the actions of government, traditional authorities, and private enterprise.

According to the STAR-Ghana logical framework, the overall goal of the programme is “to increase the accountability and responsiveness of government, traditional authorities and private enterprises to Ghanaian citizens”. Its purpose is “to increase the influence of civil society organisations (CSOs) and Parliament in the governance of public goods and service delivery”.

The Role

The lively STAR-Ghana team are currently recruiting a Capacity Building and Grant Support Officer, whose key responsibilities include, but are not limited to:

· Work with the Grants Manager and Programme Manager to appraise Grant Applications to ensure their adherence to programme criteria and procedures.

· Assist applicants with technical proposal and budget preparation and queries.

· Ensure all applicants receive accurate and timely feedback on their applications.

· Initiate and complete all contractual processes with grantees.

· Provide capacity development assistance to CSOs in identifying and entering policy arenas, influencing reform agendas, promoting equitable access to basic services, and enhancing citizen participation in public affairs.

· Promote stronger working relationships between national and local CSOs, and between CSOs and state actors.

· Deliver TA and training in best practices and STAR-Ghana procedures to local service providers.

· Assist on the programme helpdesk and deal with queries from grantees, the UK team and donor contributors.

· Review and verify expenditure reports and claims for the next tranches of funding.

· Undertake monitoring and learning visits to grantees.

· Ensure that projects are completed in accordance with applications and workplans and all fund monies are fully accounted for. Highlight any risks to the Grants Manager and Programme Manager.

· Together with the Knowledge Management and M&E Team, monitor and supervise implementation and performance of grant funded projects – at individual grant and portfolio levels – and ensure that results and lessons are fed back into grant management and funding window operations.

· Together with the Knowledge Management and M&E Team, disseminate information about STAR-Ghana grants, ensuring that potential applicants are aware of the various grant windows in operation and of the bidding cycles for each window.

· Review and process Grantee documentation for submission to the UK office.

· Prepare reports on Grantees for internal and external recipients.

· Any other duties as may be required.


The Person

The candidate will be a Ghanaian national, with an advanced university degree in a relevant technical field or social science discipline, and will ideally have previous work experience with DFID.

Experience working with major civil society organisations (local and international) would also be an advantage.

The candidate will demonstrate the following skills and attributes:

· Strong capacity development facilitation skills;

· The ability to share skills and knowledge with others;

· The ability to work individually, and as part of a local and international team of experts;

· The ability to work effectively and to tight deadlines in a fast-paced environment under challenging conditions;

· Proficiency with office computer equipment and software, particularly excel for data analysis; and

· Contextual experience in Ghana.
