Programme Officer, Ecosystems and Livelihoods Group (ELG)

IUCN, the International Union for Conservation of Nature, is now looking to recruit the Programme Officer, Ecosystems and Livelihoods Group (ELG), Asia who will be based in IUCN’s Asia Regional Office, Bangkok and report directly to the Head, Ecosystems and Livelihoods Group (ELG), Asia.

The Programme Officer, ELG is responsible for ensuring the effective and efficient operations of the ELG. The ELG comprises eight component programmes, each with its own Head. The Head, ELG oversees all activities and tasks related to the integration, coordination and management of the ELG. The responsibilities of the Programme Officer, ELG include assisting the Head, ELG and the Heads and Coordinators of ELG component programmes with the networking, technical support, oversight and quality control, financial and administrative, and representational functions as described in the specific duties and responsibilities below.

This position is a local position and is for a period of two years with the possibility of extension. This position is classified as P1 in our classification system and the minimum monthly basic salary for this position is THB 62,492 including comprehensive health & life insurance and other benefits.

SPECIFIC DUTIES AND RESPONSIBILITIES

Networking functions

Assist
1. All ELG component programme Heads and Coordinators in preparing the regional Intersessional Programme and annual workplans, coordinating with the Regional Programme Support Unit (RPSU) as required.
2. ELG component programme Heads and Coordinators whose programmes are not associated with a Commission in developing, maintaining and monitoring networks of thematic expertise in order to proactively engage their expertise for programme and project proposal development.
Act as the
3. ELG liaison for all Asia regional focal points for IUCN Commissions and assist with all aspects of coordinating Commission input into programme and project design.
4. ELG liaison with the Regional Membership Unit to promote IUCN’s One Programme approach by, for example, coordinating the mapping of IUCN members’ and Commission members’ capacity in thematic programme areas.

Oversight and quality control functions

Assist the Head of ELG in;
1. Implementation of the Project Appraisal System within ELG, in coordination with the RPSU.
2. Ensuring that the programme work planning, project planning, monitoring and reporting requirements in accordance with IUCN’s global and regional guidelines and donor requirements.

Financial and administrative functions

1. Maintain oversight of all aspects of the preparation and management of the budgets of all ELG component programmes and, in close coordination with Regional Finance, review and consolidate all ELG component programme budgets, including ABC lists and head count sheets.
2. Lead the implementation of the Enterprise Resource Planning (ERP) system within ELG.
3. Coordinate the ELG Knowledge Network.
4. Assist all ELG component programmes;
a) in developing and administering internal agreements, contracts, and MoUs,
b) with their representational functions
c) training events, workshops and meetings, as and when required
d) by coordinating with the ELG staff with support function and providing administrative support for ELG to operate effectively
5. Participate in ELG meetings and workshops.

Support functions

Act as the ELG Focal Point for;
1. The “help-desk” service function for country programmes.
2. The internship programme for country programme staff and provide support for country programme interns with ELG,and;
3. For liaising with the Regional Communications on all issues related to the IUCN website and to planning and managing publications.

REQUIREMENTS


• Bachelor's degree or higher in Management, Business Administration, Finance or other related fields;

• At least 5 years experience in a relevant position, preferably with an International Organization, International NGO or an International Corporation;

• High level of computer Literacy (Standard software, Internet, E-Mail, etc.);

• Excellent command of written and spoken English is essential and;

• Ability to work effectively with diverse multicultural and multidisciplinary teams.
