OBJECTIVES OF THE PROGRAMME :
The main aims of PED are:
1) to make available to others expert knowledge and guidance based on scientific and public health experience related to the prevention and control of epidemic and pandemic infectious diseases and related risks such as antimicrobial drug resistance;
2) to develop, implement, facilitate or coordinate the mechanisms, activities, public health research and initiatives needed by countries and the international community to prevent, detect, assess, notify and respond to acute and longer term public health risks related to epidemic and pandemic infectious diseases;
3) to strengthen, support and promote important measures such as research, vaccination and infection control that are critical for mitigating the impact of infectious diseases; and
4) to provide programmatic support during outbreaks and other urgent health security events.
The department covers influenza and other respiratory diseases, cholera, hepatitis, meningitis, yellow fever, and numerous other dangerous pathogens as well as the management of specific related systems, networks and groups. This list may change over time.
Description of duties:
The incumbent develops cluster-wide information, clearance and publications strategies that respond to public health needs and promote the work of PED, WHO and HSE. The incumbent develops advocacy materials and assists in the design and editing of a resource mobilization strategy for the cluster. The incumbent is responsible for the effective implementation of the cluster information strategies. The incumbent ensures information published by the cluster is technically sound and is edited in accordance with WHO style and standards. The incumbent ensures information is adapted to relevant target audience, and aligned with overall WHO and HSE strategies including oversight of overall publication planning and review of documents for executive clearance as well as ensuring WHO standards and procedures for guidelines are followed. The incumbent develops a forward-looking strategy for the ongoing communication of critical information concerning the International Health Regulations to the global community. The incumbent manages the documentation and publications processes and the archives of major events managed by the cluster. The incumbent may be requested by Senior Management to assume additional responsibilities including that of leading the team. The incumbent is also expected to welcome opportunities to support multi-disciplinary, cross cutting approaches to work and is required to facilitate participation in such approaches.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree, preferably in the area of publishing, communications, information, editing, archiving, external relations or another subject that is shown to clearly support the requirements of the position.
Desirable: Training in epidemiology.
Skills:
Extensive knowledge and deep understanding of scientific publication issues and processes. Good knowledge of global public health issues, in particular those related to Health Security and Environment. Managerial expertise. Broad editorial and writing expertise. Thorough understanding of peer-review and post-production processes. Proven ability to communicate clearly, on a broad range of issues. Sound knowledge of the principles of evidence-based guideline development. Experience in document management, archive management and the historic recording of events, including emergency response.
Desirable: Good knowledge of WHO and the UN system.

Experience:
Essential: At least 10 years of experience in editorial and information management working in the health domain, of which at least 5 years in a managerial position of Senior Editor or Publisher of public health information. Several years experience at national and international levels including some experience at managerial level in an international environment. Experience in developing and leading training courses in all aspects of scientific publishing.
Desirable: Experience in WHO or UN agency at country level.
Languages:
Excellent knowledge of English, with a working knowledge of French. Desirable: Knowledge of another UN language.

US$80,629 at single rate
US$86,791 with primary dependants
Post Adjustment: 96.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
