ICT Assistant (GIS Analysis) Grade: G6

Description of duties:
Under the supervision of ICT Assistant (Project Management and Communications Services), the incumbent will perform the following duties. The work shall be undertaken within WHO global framework for GIS in order to ensure consistent and coherent GIS standards across the Region:

1. To strengthen consistent use of GIS in the Region through standardized GIS spatial data and mapping tools:

a) Provide GIS specialized services to technical programmes in SEAR on the usage of GIS tools and applications for analysis and presentation of data.
b) Perform analysis of health indicators and project them on spatial data in order to produce meaningful information as required by end users. Facilitate access, utilization, integration and presentation of health maps for reporting, decision-making, planning and presentations. Provide technical guidance in geo data transformation from one format to another and extend any other required day to-day operational support to GIS users.
c) Prepare and undertake quality control of existing digital maps and users' produced maps
d) Provide technical support to plan, implement and analyze Service Availability Mapping (SAM) and GPS usage in the Region in coordination with HQ.
e) Assist in the assessment of user training needs regarding GIS; conduct training on standard GIS applications and tools as required.
f) Contribute/assist in developing documentation and user manuals for the GIS applications and other allied systems.

2. Contribute to the collection, preparation and maintenance of Geographical Information System (GIS) centralized data
for SEAR:

a) Contribute and assist in fostering relationships with National Mapping Agencies and other data providers to obtain the latest geospatial data for SEAR Countries. Assist in development of mechanisms for regular updates of authoritative GIS data.
b) Compilation, organization, processing, maintenance and regular update of the centralized repository of SEAR standardized GIS database. Perform various geo-processing activities like geo-rectification and projection of data into desired co-ordinate system. Verify and upload most recent GIS data received from authoritative sources for SEAR member states into centralized GIS database. Perform quality control checks to ensure the integrity of the database.
c) Ensure efficient centralized distribution of GIS database and maintain GIS data archive. Maintain historical health data for trend analysis by technical programmes for effective decision making.
d) Assist in the enhancement, maintenance and validation of links of spatial database to other Regional Health Statistics Databases.
e) Regular interaction with GIS team at HQ and other counterparts in the regions regarding GIS activities and standards. Develop/implement protocols for standardizing and synchronizing GIS spatial data with HQ. Undertake initiative to synchronize SEAR Geo spatial data with other UN agencies Geo-spatial data in consultation with HQ such as UNGIWG (United Nation Geographical information work group), UNSDI ( United nation Spatial data Infrastructure), SALB (Second Level Administrative Boundary), Geo network, Global health Observatory and others.
f) Assist in outsourcing the required Geo-processing services, which are not feasible in-house.

3. Evaluate and implement latest GIS tools, techniques and software applications in consultation with HQ:

a) Contribute and assist in technological development in GIS services and other relevant technologies. Interact with IT companies for technical solutions, procurement, licensing, training and others matter related to GIS.
b) Evaluate existing GIS hardware and software for further improving the performance of GIS applications / servers and recommend enhancements.
c) Explore the feasibility of implementing latest tools and technologies as well as open source GIS services like Google Earth, Geo Server etc. in order to have standard GIS platform within WHO framework.
d) Contribute to the development / maintenance of WHO/SEA customized GIS software applications as per user requirements for Surveillance, analysis and dissemination of data for health indicators.

4. Serve as a backup for other team members in Project Management and Communication Services team in their
absence. Carry out any other duties relevant to the job, as required by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Secondary School education supplemented by relevant courses in Information Technology.
Formal training in Geographical Information Systems.
Specialization in Arc GIS, Arc IMS, SPSS
Knowledge of database, MS development and other relevant programming technologies is desirable.
Skills:
Advance knowledge of latest GIS concepts, standards and tools, relevant Microsoft tools and technologies
Excellent working experience in GIS software packages - ArcGIS (ArcInfo/ArcEditor/Arc View, Spatial Analyst, Geo-statistical Analyst, 3-D Analyst, Image Analyst an other extensions).
Knowledge of MapInfo, AutoCAD MAP, Micro station is an advantage
Knowledge of best practices and standards of ICT including ITIL, other Project Mgt. Technologies.
Ability to meet deadlines, cope with constant work pressure, problem solving skills, adapt to changes in technology.
Team working skills.
Ability to respect and promote individual and cultural differences.     
Experience:
At least six years of progressively responsible experience as GIS Specialist. Computer Programming. Knowledge of Open Data Base Connectivity is desirable. Considerable and practical experience in large GIS projects covering analysis of needs, design and implementation of GIS tools and resources. Some experience in UN system is desirable.
Languages:
Good knowledge of written and spoken English.

Annual salary: (Net of tax)
INR 786340 at single rate
