BACKGROUND


Sustain Water MED-Network of demonstration activities for sustainable integrated waste water treatment and reuse in the Mediterranean Project.

Purpose of position is to managing project's implementation to high standard, supporting the development of the project locally and regionally and embedding it within REWARD programm.

SPECIFIC DUTIES AND RESPONSIBILITIES

TITLE: Project Manager (PM) – Sustain Water MED - Network of demonstration activities for sustainable integrated wastewater treatment and reuse in the Mediterranean Project

REPORTING TO: Deputy REWARD Coordinator

I. Purpose: To managing project’s implementation to a high standard, supporting the development of the project locally and regionally and embedding it within REWARD programme.

II. PRIMARY RESPONSIBILITIES:

R1: Establish and maintain sound and productive working relationships with stakeholders at different levels including end users, CBOs, Private sector, NGOs and government bodies:
a. Strengthen the partnership spirit within the project stakeholders in different governmental and non-governmental bodies.
b. Assist in the establishment and management of the national, governorate and local water committees of the project.
c. Ensure that each stakeholder fulfill their responsibilities in the field according to the work plans.

R2: Together with the core team and senior staff of partners, develop project plan, methodology and guidelines that ensure that the field level interventions are planned and executed effectively and efficiently via a sustainable and replicable model.
a. Provide conceptual and methodological guidance to the project that is implemented as part of the REWARD Programme;
b. Develop a strategy for identifying and building the capacity of Stakeholders to address water demand management in integrated water resource management issues (IWRM).
c. Develop strategic plans for the Governorate and the targeted areas to test and implement participatory water planning and scenario building models and strategies to increase dialogue among all stakeholders.
d. Field-based activities are efficiently and effectively implemented in accordance with agreed project plans, with the full participation of all project stakeholders.
e. All contractual obligations to the donors are met
f. The project is linked and contributing fully to the regional whole-project


R3: Management of the implementation of the pilot projects in accordance with IUCN’s and GIZ standards and in accordance with donor requirements.
a. Develop guidelines and internalize them among staff and stakeholders to test the feasibility of identified solutions and to demonstrate their implementation.
b. Design and oversee the implementation of the pilot projects activities in the field.
c. Accordingly, prepare the pilot projects work plans, budgets and technical progress reports and present them to the Deputy REWARD coordinator.
d. Supervise the work of the sub-contractor; ensuring deliverables are received on time.
e. Identifying new opportunities: projects, partners, approaches, and donors.
f. Developing concept papers and proposals,
g. Networking for the submission of proposals (donors, ministries and other relevant organizations).

R4: Contribution to REWARD programme and IUCN ROWA strategic programme.
a. Support the Deputy REWARD Coordinators in the conceptual and methodological guidance of the REWARD Programme;
b. Support the implementation of the capacity building activities in other water programme projects and in other countries of the West Asia and North Africa Region (under the supervision of the Deputy REWARD Coordinator);
c. Participate as part of the IUCN team in development of the Strategic plans;
d. Represent IUCN and network with other organizations on behalf of IUCN;
e. Be the focal point for Equity and Gender initiatives;
f. Other duties as may be assigned from time to time by Deputy REWARD Coordinator.

III. AUTHORITY
The PC will have a significant degree of responsibility for making important contacts and conducting on-going negotiations with counterpart organizations. The PC will work in close coordination and collaboration with the Deputy REWARD Coordinator.

IV. CONTACTS AND KEY RELATIONSHIPS
The PC reports directly to the Deputy REWARD Coordinator, while interfacing with the Regional Project Manager, other water project managers, Operations Manager, Finance and Admin Officer and the Communication Officer.

The PC is responsible for the preparation of work-plans, budgets and progress reports, ensuring quality, deadlines and submission to the donors through the Deputy REWARD Coordinator

V. WORKING CONDITIONS

The PC is based in Amman and will be required to travel to project sites and other locations at least 30% of the time.

VI. QUALIFICATIONS:
Education: At least a bachelor degree, with a concentration in social work, water demand management, or community development preferred.

Experience and Skills:
? At least Eight years of work experience in the water sector.
? Experience in community participation and stakeholder approaches.
? Good command of English and Arabic (speaking, reading and writing skills).
? Excellent communication and interpersonal skills (Team player, conflict resolution, good reporting skills)
? Experience in the Jordanian and regional water sector is an advantage
? Computer skills e.g. Microsoft Office
? Familiarity with the government and civil society
? Experience and interest in strategic policy formulation and analysis is an advantage.
