VACANCIES ANNOUNCEMENT

The Public Service Recruitment Secretariat was established in accordance with section No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process.

On behalf of the Ministry of Education and Vocational Training - Moshi University College of Co-operative and Business Studies - MUCCoBS), the Public Service Recruitment Secretariat invites qualified Tanzanians to fill vacant posts in various public institutions as shown below.

1.0 MOSHI UNIVERSITY COLLEGE OF CO-OPERATIVE AND BUSINESS STUDIES (MUCCOBS)

Moshi University College of Co-operative and Business Studies (MUCCoBS) came into being as a result of upgrading the status of the former Co-operative College Moshi into a constituent University College of Sokoine University of Agriculture as declared through Declaration Order No. 22 of 2004. On 5th June 2009 the University College was granted a Charter made under Universities Act No. 7 of 2005 (Cap 346 of the Tanzania laws).


1.1 ASSISTANT LECTURER - 2 POSTS - MWANZA & DODOMA REGIONAL CENTRES.

1.1.1 DUTIES AND RESPONSIBILITIES

• Conducting lectures

• Preparing case studies

• Assisting in tutorials and seminars

• Working in co-operation with senior members on specific projects.

• Supervising students.

1.1.2 QUALIFICATIONS AND EXPERIENCE

• Masters Degree in relevant functional area of Sociology, Cooperative Management and Accounting, Community Development or Rural Development and must have obtained an upper second class having a minimum GPA of 3.5 in first degree from a recognized higher learning Institution.

1.1.3 REMUNERATION

According to Public University Teachers Scale PUTS 2 - 3

1.2 LEGAL OFFICER I - 1 POST - MOSHI 1.2.1 DUTIES AND RESPONSIBILITIES

• Attending legal matters on behalf of the University College

• Advising the Management on Legal matters.

1.2.2 QUALIFICATIONS AND EXPERIENCE

• LLB degree and must have completed the internship period with relevant working experience of at least three (3) years. Possession of Postgraduate qualifications will be an added advantage.

1.2.1 REMUNERATION

According to Parastatal General Salary Scale PGSS 14 - 15

1.3 PLANNING OFFICER I - 1 POST - MOSHI 1.3.1 DUTIES AND RESPONSIBILITIES

• Estimating total costs of running projects including capital expenditure and estimated revenue.

• Reviewing plan performance annually.

• Reviewing annual plans while keeping the long-term plan perspective

• Analyzing, interpreting and disseminating statistical information on the performance of MUCCoBS projects

1.3.2 QUALIFICATIONS AND EXPERIENCE

• Bachelor Degree in either Economics or Educational Planning or any relevant field with at least three (3) years working experience plus ICT Skills.

• Masters Degree will be an added advantage.

1.3.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 14 - 15

1.4 CLINICAL OFFICER I - 2 POSTS - MOSHI & KIZUMBI SHINYANGA

1.4.1 DUTIES AND RESPONSIBILITIES

• Following-up admitted patients.

• Organising programmes for prevention of diseases.

• Assisting in conducting seminars and workshops on public health. • Counseling patients.

• Assisting in stocking and storage of special medicines.

1.4.2 QUALIFICATIONS AND EXPERIENCE

• Diploma in Clinical Medicine with at least three (3) years working experience plus ICT Skills.

1.4.3 REMUNERATION

According to Parastatal General Salary Scale PMGSS 7 – 8

1.5 ASSISTANT NURSING OFFICER II - 3 POSTS 1.5.1 DUTIES AND RESPONSIBILITIES

• Providing nursing services

• Collecting important health statistics

• Directing and supervising nurses under him/her

• Providing prevention and maternal services

• Educating patients and the community at large in respect of their health problems

• Undertaking any other tasks related to his general education, experience and expertise to be assigned by his/her superior.

1.5.2 QUALIFICATIONS AND EXPERIENCE
• Two years Diploma in Nursing from recognized College and enrolled with the
Board of Nurses and Midwives of Tanzania

1.6 ESTATE MANAGEMENT AND ENVIRONMENT OFFICER I - 1 POST- MOSHI 1.6.1 DUTIES AND RESPONSIBILITIES

• Supervising maintenance and cleaning of campus grounds and drainage systems.

• Participating in drawing-up short and long term programmes for the general improvement of the landscaping of the campus grounds and drainage systems.

• Keeping and maintaining relevant equipment in good working order.

• Performing any other duties as may be assigned by one’s reporting officer.

1.6.2 QUALIFICATIONS AND EXPERIENCE

• Bachelor Degree in either Estates Management, Environmental Engineering, Architecture, Building Economics, Civil Engineering and Land Use Management and Evaluation or related field from a recognized Institution with experience of at least three (3) years plus ICT Skills.

1.6.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 14 – 15

1.7 PROCUREMENT OFFICER II - 1 POST 1.7.1 REMUNERATION

• Processing purchasing or supply of given lines of goods.

• Processing purchase requisitions.

• Writing issue notes and Good Received Notes

• Processing purchase requisitions.

• Assisting in writing issue notes and Good Received Notes

• Arranging for physical placement of goods.

• Arranging packing and deliveries

1.7.2 QUALIFICATIONS AND EXPERIENCE

• Bachelor Degree in Procurement and Logistic Management, Materials Management or Advanced Diploma in Materials Management plus ICT Skills.

1.7.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 12 – 13

1.8 SENIOR ACCOUNTANT - 1 POST 1.8.1 DUTIES AND RESPONSIBILITIES

• Posting and balancing ledger accounts.

• Checking draft of monthly sectional reports

• Preparing, maintain and control fair projects’

• Participating in preparing final accounts.

• Preparing University College fixed assets register.

• Preparing report on various activities of the accounts unit.

1.8.2 QUALIFICATIONS AND EXPERIENCE
• CPA (T), ACCA or its equivalent and registered by NBAA with experience of at
least five (5) years in that field plus ICT Skills.
• Masters Degree or Postgraduate qualification will be an added advantage.
1.8.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 16 – 17

1.9 ACCOUNTANT I - 1 POST

1.9.1 DUTIES AND RESPONSIBILITIES

• Preparing monthly salaries and related returns

• Custodian of accounting documents

• Preparing trial balance

• Approving payments

• Preparing preliminary Trial Balance information

• Writing books of original entry.

• Replying audit queries

• Checking the invoices related to the purchases office utilities.

1.9.2 QUALIFICATIONS AND EXPERIENCE
• Degree or Advanced Diploma in Accounting, Finance, or Commerce (majoring
finance or accountancy) with experience of at least three (3) years in that field
plus ICT Skills.
• Masters Degree or Postgraduate qualification will be an added advantage
1.9.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 14 – 15

1.10 ACCOUNTANT II - 1 POST

1.10.1 DUTIES AND RESPONSIBILITIES

• Maintaining primary books of Accounts.

• Preparing payments.

• Preparing monthly reports on revenue and expenditures

• Preparing payment schedules.

• Maintaining various accounting ledgers

• Writing receipts, vouchers and cheques

1.10.2 QUALIFICATIONS AND EXPERIENCE

• Degree or Advanced Diploma in Accounting, Finance, or Banking, and Commerce plus ICT Skills.

1.10.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 12 – 13

1.11 ASSISTANT TECHNOLOGIST - PHARMACY - 1 POST 1.11.1 DUTIES AND RESPONSIBILITIES

• Preparing a plan for needs and uses of medicines and facilities for treatment

• Ordering, storing and distributing medicines and other inputs for treatment at his/her work place

• Preparing report on the uses of medicines

• Keeping proper records for medicines and other inputs

• Undertaking any other tasks related to his general education, experience and expertise to be assigned by his his/her superior.

1.11.2 QUALIFICATIONS AND EXPERIENCE

• Form four leavers with two years certificate on discipline mentioned above from recognized College and enrolled with relevant Technologists Board and working experience of at least four (4) years.

1.12 ASSISTANT TECHNOLOGIST - LABORATORY - 1 POST 1.12.1 DUTIES AND RESPONSIBILITIES

• Preparing reagents to be used carrying out laboratory tests

• Preparing samples for tests brought to the laboratory

• Collecting blood from patients and people who volunteer to donate

• Recording results of the laboratory test to the register

• Preparing working tools and equipments

• Preserving all laboratory samples which need to be preserved according to laboratory procedures

• Undertaking any other tasks related to his general education, experience and expertise to be assigned by his/her superior

1.12.2 QUALIFICATIONS AND EXPERIENCE

• Form four leavers with two years certificate on discipline mentioned above from recognized College and enrolled with relevant Technologists Board and working experience of at least four (4) years.

1.13 DRIVER I - 1 POST

1.13.1 DUTIES AND RESPONSIBILITIES

• Driving University College vehicles.

• Maintaining and keeping up-to-date logbook. • Maintaining cleanliness of the vehicles.

1.13.2 QUALIFICATIONS AND EXPERIENCE

• Form IV Certificate, driving certificate from NIT or VETA and a Class ‘C’ valid clean driving licence with working experience of at least four (4) years plus ICT Skills

1.13.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 8 - 9

1.14 PERSONAL SECRETARY I - 2 POSTS

1.14.1 DUTIES AND RESPONSIBILITIES

• Following up outstanding replies.

• Coordinating office requirements for respective departments. • Attending to telephone calls and keeping appointments.

• Keeping record of files used by the office. • Keeping Diary of events and appointments.

1.14.2 QUALIFICATIONS AND EXPERIENCE

• Ordinary Diploma in Secretarial duties from Tanzania Public Service College (TPSC) with working experience of at least three (3) years plus ICT Skills.

1.14.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 9 – 10

1.15 ARTISAN II- ELECTRICITY - 1 POST

1.15.1 DUTIES AND RESPONSIBILITIES

• Preparing a list of operational repairs of machinery and buildings.

• Preparing a list of fittings and turning

• Taking care of tools and equipments.

1.15.2 QUALIFICATIONS AND EXPERIENCE

• Form IV/VI Certificate and Trade Test III in the field of electricity plus ICT Skills.

1.15.3 REMUNERATION

According to Parastatal General Salary Scale PGSS 6 - 7

viii. Presentation of forged academic certificates and other information in the CV will necessitate to legal action

ix. Applicants for senior positions currently employed in the public service should route their application letters through their respective employers.

x. Applicants for entry levels currently employed in the Public Service should

not apply, they have to adhere to Government Circular Na. CAC. 45/257/01/D/140 dated 30th November 2010.

xi. Applicants who have/were retired from the Public Service for whatever reason should not apply.
