£48,661 gross starting salary per annum, (consisting of: basic salary- £39,169, London weighting- £2,100, car allowance – £4,129 and bonus- £3,263). Plus discounted health care plan.

U.S. Embassy, London, is in search of a results-driven Procurement Supervisor, who has exceptional leadership and interpersonal skills.

As Procurement Supervisor, you will be responsible for managing 5 Procurement Analysts in the General Service Office (GSO) section in support of the US Mission to the UK, which comprises of 44 agencies and sections. You will report directly to the GSO Principal Contracting Officer and direct the US Mission procurement program with an annual budget of approximately $18 million for supplies and recurring services.

As a key Embassy advisor, you will provide guidance on contract issues to all sections, at the highest level.

Duties will include:

  • reviewing all solicitations, distributing analyst assignments, monitoring work flow and output, planning end of year procurements, liaising with the Office of the Procurement Executive (A/OPE) on major contracts, and periodic reviewing of existing contracts;

  • maintaining section coverage (analyst backup and training) for drafting complex contract documents, negotiating complex contracts, and administering contracts from award through to contract close-out;

  • updating policies and procedures within the unit.

Qualifications Required:

Education:

A Bachelor’s degree in any of the following subjects is required: Business Studies, Commerce, Law, English, Finance, Management, Marketing, Strategic Communications, Public Policy, Government, Public Relations, Philosophy, International Relations, Anthropology, Mathematics, or Physical, Biological, or Computer Sciences. A Level 6 Chartered Institute of Purchasing and Supply or equivalent graduate level procurement qualification is required.

Prior Work Experience:

Progressively responsible procurement experience including general supervisory experience is required.

Language Proficiency:

Level IV (Fluency) in both written and spoken English is required. Incumbent must be able to exhibit full mastery of written English communication in order to analyze complex situations and write persuasively on legal and procedural issues.

Knowledge:

Incumbent must have an excellent knowledge of applicable UK/EU laws and fiscal legislation governing commercial transactions in the UK/EU and also have sound knowledge of local market practices.

Skills and Abilities:

Must have strong leadership skills, with the ability to work within a performance management system and counsel staff, if considered necessary. Must have strong report writing skills, and decisive and excellent judgment skills. The ability to deal with a complex range of administrative, fiscal, contractual and procedural problems that could affect the operations of the office and impact on Mission objectives is required. Ability to negotiate persuasively with a range of people within the mission as well as with vendors and contractors is required. Excellent analytical and drafting skills as well as the ability to foresee possible implications of terms and conditions advanced by other parties during contractual negoatiations are required. Must have ability to complete market and product research. Superb oral presentation talents and the ability to effectively argue the Government's case in contract disputes and other public forums when representing the Contracting Officer is required. Ability to develop and maintain relationships with key external contacts, and the ability to provide quality customer service, advice and assistance to internal clients is required. Ability to interpret complex regulations, and keep abreast of changes to policy and laws is required. Ability to work autonomously is required.
