Program Officer, Natural Resources & Sustainable Development in China

Based in Beijing, the Program Officer will design, implement, coordinate and monitor a grant-making program seeking to expand access for poor and marginalized groups to local natural resources, and to ensure that government investments in natural resources respond to local needs in Western China. The assumption underlying the program is that communities and natural resources are both well served when communities in environmentally sensitive areas have a stake in decisions affecting their lives and livelihoods. In China, these goals are pursued through a number of approaches including research, communications, community participation, education and government involvement at all levels. The Program Officer will review existing lines of work; formulate and implement grant-making strategies; maintain relations and consult with leaders in government agencies, research institutes and community organizations; and promote coordination and learning among key stakeholders.

Criteria for Success: Ideal candidates will have significant professional experience working with a broad range of public sector and civil society programs in poverty alleviation, community development and environmental work as well as direct work experience with development programs or resource-dependent community issues. Also desired is a demonstrated ability to interpret institutional, social and cultural dynamics in China and strong networking capabilities including the ability to convene and build lasting partnerships with government agencies, educational institutions, researchers and community-based organizations. Ideal candidates will also possess capacity to conceptualize, design and lead innovative program strategies and conduct policy analysis. Also required are strong written and oral communications capabilities in English and Mandarin; a graduate degree in a related field; and the proven capacity to collaborate and work in teams with colleagues of diverse backgrounds and perspectives.
