Subject: Vacancy Announcement – Project Management Specialist (Health Care Financing Specialist)

The U.S. Mission in Maputo is recruiting for a Project Management Specialist (Health Care Financing Specialist) in the Integrated Health Office. This position is being re-advertised within the Mission and outside through the “Notícias” newspaper and is open to all employees and all eligible family members who meet the stated qualifications. This position is a Foreign Service National (FSN) position classified at the FSN 11 grade level. The employee will work 40 hours per week and will work under the general supervision of the Deputy Team Leader for Health Systems Strengthening.

Basic Function of Position: The incumbent will be responsible for planning, monitoring, coordination, capacity building and implementation of activities in support of health sector reform, health finance, cost data collection and use in decision-making. The Specialist will be responsible for the project management of direct financing to the Ministry of Health at provincial, decentralized levels and also for the management of the

Health Systems 20/20 project in Mozambique.

Required Qualifications:

The employee must have the following qualifications:

 Completion of University Degree in economics, international economics, financing, public administration or related area.

 Five to seven years of progressively responsible experience in the field of health economics, program management, strategic planning, policy experience and experience managing senior technical staff.

 Fluency in English and Portuguese speaking, reading and writing language skills. In-depth professional level knowledge of development principles, concepts, and practices, as they relate to the assignment.

Knowledge and understanding of the economic, financial, political, social and cultural characteristics of Mozambique; and the economic development problems, resources, and resource constraints, and development prospects and priorities of Mozambique. Excellent leadership, communications and interpersonal skills, including the ability to work both independently and in a team environment to achieve consensus on policy, program and administrative matters, as well as possess problem-solving skills working on complex projects in a highly sensitive environment.

 Strong quantitative skills and budgetary skills are required.

Demonstrated ability to present logically and persuasively to senior USG and GOM officials and other donors, discuss with tact and diplomacy to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations. Ability to communicate and write technical
information to finance and non-finance audiences to prepare regular and ad hoc reports, activity documentation and briefing papers.

 Excellent computer skills (MS Word, Excel, Power Point, and Outlook, Access, and other relevant software) are required to implement, analyze, monitor, and manage goals, inputs, outcomes, and achievements, both program and impact.
