Senior Communication Specialist III

Position Description:

Communication for Change (C-Change) is USAID's project for improving the effectiveness and sustainability of communication programs across multiple sectors: population, health, environment and civil society. The program implemented by FHI 360, is designed to achieve results in four areas: 1) implement evidence-based scaled-up health and development communication programs applying best practices for behavior change; 2)transfer health and development communication skills and knowledge to developing country institutions; 3) integrate health and development communication within the wider public health and development agendas; and 4) generate and share knowledge about applying effective social and behavior change communication to address emerging heath and development issues.

The Senior Communication Specialist III will be a senior member of the C-Change Program. The position involves responsibilities for design, implementation and initiating the evaluation of effective social and behavior change communication (SBCC) interventions for HIV/AIDS prevention, and its integration into Primary Health Care as well as other health and development fields. The Senior Communication Specialist oversees and provides leadership to the development and implementation of SBCC interventions in selected countries such as Namibia. The position may include the development of multi-level interventions such as community mobilization, community theater, radio drama, TV and radio mini-series, radio and TV spots, low literacy materials, as well as materials and strategies for improved service provider communication and counseling. In carrying out this work there is an emphasis on the overall goal of increasing local capacity in design, implementation and evaluation of effective SBCC interventions.

This position is funded at 50% time.

Responsibilities include:

• Provides technical assistance in the development of SBCC strategies and programs in all phases from formative research, through design, media production, community mobilization and evaluation.
• Responds to the specified deliverables and goals of contracts and grant agreements, ensuring achievements in a timely manner and in full support and compliance with FHI 360 contractual agreement.
• Completes detailed strategy write ups, workplans, delivers quarterly reports and all other reporting requirements.
• Oversees the work of consultants and subcontractors, as required.
• Liaises with FHI 360 Washington staff in the management of technical, financial and administrative aspects of contracts and grants and ensures the services and performances of the portfolio are of the highest quality.
• Participates in the development of new SBCC planning and methodology tools and training modules.
• Liaises and manages partner organizations involved in country program activities and builds capacity of local organizations through the preparation and implementation of capacity assessments, training courses and other capacity strengthening activities.
• Represents FHI360 interests and pursues new business opportunities for FHI360.
• Liaises with donor missions and organizations, including USAID, in specific countries and maintains positive, productive, and responsive relationships.

Minimum Requirements:

Master’s degree plus 12 years of relevant experience, Doctorate preferred. Knowledge of state of the art SBCC theories, models and strategies and their practical application to the HIV/AIDS, reproductive health/family planning, malaria and other fields, as well as technical knowledge in these fields. Knowledge of evidence-based, innovative and practical solutions to communication challenges in developing countries. Field experience in developing and implementing SBCC projects and programs in Africa and/or other regions that have demonstrated impact, at scale. Understands widely accepted formative research, pretesting, monitoring and evaluation methodologies for effective SBCC interventions. Knowledge of and experience with PEPFAR programming and experience in working with USAID, as well as other donors/foundations. Contract and financial management experience. Demonstrated strong technical, programming and management skills. Proven ability to work as an effective team member. Excellent oral/written communication skills. Skills in curriculum design and training methodologies. Demonstrated interpersonal and negotiation skills and experience working in collaboration with partners, donors and NGOs. Proven ability to work on multiple projects and coordinate a diverse set of activities. Ability to set priorities while multi-tasking and meet deadlines.
