Senior Monitoring, Evaluation & Learning Agenda Advisor USAID

The United States Agency for International Development (USAID) has contracted through CAMRIS International partnered with IAP World Services Inc, (IAPWS), to recruit and hire qualified individuals for the following position:

Title: Senior Monitoring, Evaluation & Learning Agenda Advisor USAID/Bangladesh, Office of Population, Health, Nutrition and Education United States Agency for International Development

ROLES AND RESPONSIBILITIES:

• Serve as an expert advisor and technical authority for Mission’s research, performance monitoring and evaluation efforts within the Global Health Initiative (GHI). Provide technical leadership and guidance to the Mission on development of monitoring and evaluation strategy and agenda; all data collection, analysis and reporting requirements for the Global Health Initiative program performance monitoring and evaluation, working to achieve the GHI goals and results.

• Provide technical leadership and guidance to the Bangladesh Ministry of Health on establishing and strengthening comprehensive national M&E systems (routine health information system, surveys, surveillance and census) to effectively monitor and evaluate the performance of Bangladesh’s national health sector program 2011-16.

• Provide technical leadership and guidance on the design, implementation and data analysis of the surveys identified by the Bangladesh Ministry of Health as official sources of information to monitor Bangladesh’s progress on MDGs and the national health sector program performance. They include: The Bangladesh Demographic and Health Surveys, Utilization of Essential Service Delivery Package Surveys, Bangladesh Maternal Mortality Survey, Urban Health Survey, Health System Readiness Survey

• Provide technical guidance and facilitation to the Bangladesh Ministry of Health in periodic review of data from Routine Management Information System, Surveys/surveillance, qualitative information to promote effective performance monitoring, accountability and use data for decision making

• Serve as the technical advisor for the USAID/Bangladesh health team to identify, design and implement performance monitoring, evaluation and reporting systems for activities supported by USAID.

• Provide strategic and technical direction to set the USG’s public health research agenda in Bangladesh and coordinate and collaborate with other USG agencies and donors to work strategically in addressing the research needs of the country. Identify relevant research, surveys, and studies to assist the host country government and development partners to formulate and implement program strategies in FP, MCH, Nutrition TB and HIV-AIDS.

• Develop and implement a strategy to increase use of research results, lessons learned and other strategic information to transform knowledge into practice within USG supported assistance efforts, host government programs and other donor supported activities.

• Support and manage M & E and research activities funded through USAID. Manage the implementation of several population based surveys to monitor and evaluate the performance of the national health sector program and USAID funded program activities.

• Collaborate and coordinate with different agencies of the Bangladesh Ministry of Health and Ministry of Planning (for example, the National Institute of Population Research and Training, Directorate of MIS, Health; Directorate of MIS-FP, The Planning Wing, Ministry of Health, Bangladesh Bureau of Statistics, Ministry of Planning), other USG agencies (for example CDC) donors and USAID project implementing partners for effective implementation of M&E activities, strengthening M&E systems and building local capacity on M&E.

• Support establishment of MOH new Project Management and Monitoring Unit, ensure MIS installed and functioning and promote IT platform in data management to support MOH desire to accelerate technology to support GOB “Digital Bangladesh” goals.

• Participate in Health Donor Consortium Meetings, Task Force and technical committees on M&E to strengthen collaboration and coordination, improve technical quality of M&E activities and promote use of evidence for decision making. Participate in technical meetings and workshops for disseminating information on M&E and study results to promote evidence based planning and programming

• Within the Mission, lead the Health Office in preparation for annual performance reporting and review processes. Review all health implementing partners progress on program performance against targets; review and assess targets set; recommend adapting targets to be consistent with appropriated budgets, country constraints, and new opportunities. Advise COTRs and Activity Managers on data quality assessment and validation, including advice to Education Team on performance monitoring.

• Prepare, present and disseminate briefs, speeches, reports, graphics, etc. on monitoring and evaluation activities, research findings, evidence based best practices on population, health and nutrition to serve reference, informational, program strategy development, planning and advocacy purposes. Communicate verbally and in writing with Global Health Bureau, other Missions and partners in Bangladesh strategic information on M&E and significant research findings and recommendations to promote evidence based planning and programming.

• Mentor staff responsible for monitoring performance of USAID supported activities

• Perform other duties as required that support the overall goal of the health office

CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED. The contractor must have:

Education: A minimum of a Master’s degree (PhD preferred) in demography, epidemiology, statistics or public health is required. Training in quantitative and qualitative methods, applied research and evaluation methodologies is highly desired.

Experience: Minimum of 15 years of progressively responsible experience in M&E of public health programs and research is required, of which at least 4-5 years must be in a developing country setting, preferably in South Asia/South-East Asia.

Experience in managing and providing technical guidance in implementing: (i) national surveys/surveillance; routine health information system for health program performance monitoring; and (ii) conducting research and program performance evaluations.

Experience working on M&E and research with international working groups with variety of stakeholders including, academia, researchers, program managers, policy makers and donors.

Demonstrated ability in establishing systems for gathering, analysis, and dissemination of public health related strategic information.

Experience to analyze information from routine health information systems, surveys, surveillance, evaluation and research and effectively communicate results and implications through oral and written presentations to various types of stakeholders

Experience working with personnel from different USG agencies, host country governments, donors as well as USG contractors and/or grantees in a cross-cultural environment.

Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation

Experience with USAID programs, procedures and systems for program design, procurement, logistics, management and monitoring is strongly preferred. Experience/knowledge of state of the art M&E tools and practices required.

Language Proficiency and Communication Skills Excellent verbal and written communication skill in English is required. Proven ability to communicate complex and technical issues, orally and in writing in a clear and organized manner is also required. Ability to communicate technical health information to both health and non-health audiences is essential.

Demonstrated ability to make verbal and written presentations logically and persuasively to a wide variety of stakeholders, for example to senior USG officials, host country government policy makers, public and non-public health program professionals, donors, researchers, civil society members and the media.

Ability to speak, comprehend, read and write in Bangla is desirable

Knowledge, Skills and Abilities Comprehensive knowledge of Bangladesh’s health, cultural, social, economic and political setting

Thorough knowledge of issues and current evidence related to population, family planning, MCH, nutrition, TB and HIV-AIDS, to advise the host country government and USAID Mission on effective approaches to M&E. Sound knowledge on M&E methods to guide and advise host country Health Ministry and USAID on use of appropriate approaches related to various tasks.

Knowledge of principles, methods and procedures of epidemiology and evaluation, including research design, statistical analysis, and causal inference. Knowledge of variety of research and impact evaluation approaches.

Excellent analytical skills and understanding of the current concepts, priorities and issues in public health and M&E in particular with regard to USAID new learning agenda. Ability to interpret program performance information, evaluation and research findings to provide evidence based policy and programmatic guidance.

Excellent leadership, communications and interpersonal skills to work effectively with a broad range of USG personnel, host-country high level policy makers, health program managers, international and national partners and donors.

Demonstrated flexibility and openness in responding to changing work priorities and environment

High degree of judgment, maturity, ingenuity and originality to interpret strategies, and to analyze, develop and present work results

Ability to use various computer packages (MS Word, Excel spreadsheet, PowerPoint, other data analysis statistical package).

Excellent interpersonal, facilitation and teambuilding skills

Ability to work independently with minimal supervision.
