Background
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination and the rule of law.

Tasks and Responsibilities

The position has been integrated into the Office’s management structure at the policy and direction level directly under the Deputy Director. The position now has supervisory functions over three staff, including two professional post table positions.

Under the direct supervision of the Deputy Director, the incumbent will perform the following duties:

Acting as a spokesperson for the Office; developing and proposing to the Director the media strategy to be adopted by ODIHR to generate public support and to promote a better understanding of the work of ODIHR, including high-profile OSCE events organized by ODIHR such as Human Dimension Implementation Meetings, Human Dimension Seminars, other conferences and election observation missions; delivering these messages, formally and informally; drafting speeches to be delivered by the Director as well as press statements and reports to be issued on behalf of ODIHR;
Developing the ODIHR’s public information strategy in order to raise awareness of the ODIHR’s work and increase public outreach; supervising the production of the ODIHR’s publication programme;
Organizing and moderating press conferences on the results of election observation missions; co-ordinating the participation of representatives of ODIHR and OSCE bodies and facilitating harmonization of their public messages;
Conceptualizing ODIHR’s online operations and supervising the regular update and maintenance of the ODIHR website;
Performing related duties as assigned.


Necessary Qualifications

Advanced university degree in social or political science, law, history, international relations, communications, journalism or another related field;
Minimum of eight years of progressively responsible professional experience in media work and/or press and public information work, preferably in an international organization, non-governmental organization or as a journalist;
Excellent knowledge of English including drafting and presentation skills; working knowledge of other OSCE languages, preferably Russian;
Demonstrated political judgement and excellent analytical and drafting skills, competence and ability to convincingly present the activities and accomplishments of the Office to the public;
Excellent knowledge of the OSCE and its democratization and human rights activities;
Knowledge of IT functions and experience in utilizing computers and software applications; very good knowledge and understanding of the Internet;
Ability and willingness to deploy to the field, sometimes on short notice;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability to work in a deadline-driven environment and to establish and maintain effective working relationship with people of different national and cultural backgrounds.


Remuneration Package

Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 5,600 (single rate) and approximately EUR 6,000 (dependency rate). OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
