Principal Functions Requirements
Under the direct supervision of the Head, IS Operations, Infrastructure & Support section, the incumbent has the following responsibilities:
a) Manage the Information Services Operations Support (OPS) unit:
• Propose the workplan of the IS OPS to the Head of IS OIS and, once approved, plan, organise and oversee the implementation of the afore unit workplan;
• Evaluate, analyse and test Information Technology and Information Services which will meet OPCW enterprise architecture and systems requirements;
• Based on evaluation, recommend the technology to be implemented to the Head of IS OIS, respectively to the Head of the IS Branch;
• Implement and/or control implementation of Information Technology and systems from RFPs drafting to full operations;
• Conduct systems analysis and feasibility studies; prepare design specifications; determine the need and manage assessment;
• Advise management on cost-benefit, relevance and suitability;
• Provide expertise and leadership on technological changes for the organisation; propose strategies and plan for introducing technological changes;
• Manage, guide, develop and train staff under his/her supervision.

b) Operations and Infrastructure Support:
• Supervise and, if complexity requires, perform the installation, maintenance, upgrading and administration of operational and support systems within the OPCW for the Secure Non Critical network (SNCN) and Secure Critical Network (SCN);
• Ensure a stable working environment, uninterrupted by (i) planning and implementing upgrades, (ii) anticipating hardware failure, (iii) organising backups, (iv) scheduling implementations of new components as required on all active network components, due either to failure or upgrade;
• Scan the market for new technology and provide technical evaluations for new information technology products, keeping in mind the confidentiality and security requirements of the OPCW;
• Organise and supervise user administration activities that allows or limits access to network resources (e.g. printers, shared data areas);
• Supervise configuration of Servers and Network Switches, perform configuration when complexity requires it;
• Oversee the first and second level maintenance of hardware;
• Advise and provide guidance to the Information Services Operations network administrators with implementations of appropriate and effective technical solutions to problems within the SNCN;
• Research and evaluate technical solutions through use of all available resources (Internet, participating in seminars, through communication with vendors, publications, etc.);
• Perform secondary and third level of troubleshooting and fix on all IT back-office equipment.

c) Secure Critical Network:
• Take the end-to-end responsibility of the up-to-date administration of the secure critical network (SCN);
• Monitor the components of this network, ensuring that all processes are working properly, keeping a registration of all components, upgrades, application versions, repairs, and hardware components in detail, configuration settings, patching schedules and network drawings;
• Supervise and, if complexity requires, perform the administration of Inspection Mission Laptops, formulation of working procedures and maintaining software available for use by inspectors in the field. (e.g. Laptops on completion of a mission are purged on site for security reasons). On return to the OPCW, User Support and Operations Support personnel assigned to the SCN environment have to carry out procedures which includes a further purge process and re-installation of the available software;
• Organise and supervise backup procedures and maintain the backup schemes for the (SCN);
• Supervise and administer the effective operation of the Secure Critical Network of the OPCW, in accordance with the Confidentiality regime and the devised Security SOP’s (Standard Operating Procedures) for the SCN;
• Develop the available network infrastructure with new or existing technologies, to further enhance the working abilities of the end user. Implement improved working procedures and services;
• Coordinate with OCS about security measures to be implemented.

d) Perform other duties as required.
Knowledge and Skills
• Advanced university degree in information technology, mathematics, engineering, or related field; a first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree;

• Relevant training/certification on current technology and knowledge and/or training on relevant ISO standards such as ISO 27001 are desirable;

• Knowledge and experience in IT Governance processes, such as ITIL and/or COBIT;

• Ability to provide seasoned advice on information systems and technology in a diverse universe of information needs and functions;

• Demonstrated ability to bring the developments of ICT to effectively solve business issues while also managing costs and risks;

• Proven ability to plan and organise work, requiring an in-depth understanding of its strategic direction and ability to integrate the work of the section into the OPCW work programme;

• Excellent drafting ability, strong negotiating and presentation skills;

• Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds;

• Ability to identify clients' needs and propose appropriate solutions as well as establish and maintain effective work relationships with outside collaborators;

• Excellent conceptual knowledge of Information Architecture, Information Management and System infrastructure, broad knowledge of all aspects of system design, implementation and management of highly complex Information systems;

• Proven managerial and analytical capabilities in planning and directing a team;

• Proven record of building and managing teams and creating an enabling environment, including the ability to effectively lead, supervise, mentor, develop and evaluate staff and design training/skills enhancement initiatives to ensure effective transfer of knowledge/skills.
Experience
• At least 5 years of combined experience relating to information and communication technologies, IT security, risk management, knowledge transfer and disaster recovery in Microsoft and Cisco IT environment;

• Professional experience in supervisory roles.
Languages
Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and provident fund deductions) in US$ and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances. The figure quoted on the right, is based on the February 2012 rate of 52.9%.
