Team Leader, Provision of Technical Assistance to Offices of the Inspectors General in Iraq

Project Summary:

This two year project aims to strengthen the operative, legal and technical skills of the Inspectors General Offices in Iraq. The capacity building objective is directed to all OIG staff, including inspectors, auditors, investigators and performance evaluators. Strengthening their audit and accountability skills will improve IGs’ abilities to respond to their legal obligations and thereby continue their contributions to reducing corruption and quickly responding to wasteful and criminal practices in Iraq.

Position Summary:

The Team Leader will oversee the technical, staffing and financial management aspects of the project and serve as the resident technical expert on auditing and accountability issues.

Responsibilities:

• Provide technical assistance to the Inspectors General Offices by working to develop training curriculum, supervising the delivery of the training and interfacing with UNDP and Iraqi officials.
• Work closely with the Iraqi Inspectors General to ensure that training is meeting their capacity development needs.
• Ensure integration of lessons learned in to the training curriculum.
• Develop UNDP monthly progress reports, quarterly status reports and a final comprehensive report.
• Supervise the Project Manager, the Head Instructor, four master trainers and an administrative staff, as well as recruit and supervise short-term consultants as needed.


Qualifications:

• Technical Experience: Demonstrated experience providing capacity building training to accountability organizations, including Inspectors General and Supreme Audit Institutions. Knowledge of international standards for auditors, inspectors, investigators and performance evaluators. Experience creating course curriculum related to international auditing standards.
• Experience in the Middle East required; prior experience in Iraq desired.
• Minimum 10 years of experience in consultancy services management of similar nature (auditing, administrative investigation, performance review and inspection)
• Master’s Degree in accountancy or management or law or related field is required.
• Certifications in one or more of the following considered a plus: Certified Public Accountant, Certified Internal Auditor, Certified Fraud Examiner and Certified Government Financial Manager.
• Must be fluent in English; Arabic fluency strongly preferred.
• Experience in crisis/post conflict environments; ability to work in potentially hazardous and difficult locations; ability to think conceptually and flexibly; prioritize solutions to complex issues and complete tasks in a limited time under pressure.
