Training Specialist Danish People's Aid

DAARTT - Danish Assistance to Afghan Rehabilitation and Technical Training was established in 2003. DAARTT is a program under Danish People’s Aid. The Mission of DAARTT is to support reconstruction and development in Afghanistan with a special focus on the Educational Sector.

BACKGROUND

The existing numbers of schools in Afghanistan are too few to meet the needs of an increasing number of children requiring education. The overall strategy of the Ministry of Education is to provide decent buildings for all public educational institutions by 2020. The cost and the quality of schools, however, vary considerably. In some cases, due to safety concerns, the Ministry of Education has had to deny the use of newly constructed/ and/or rehabilitated schools.

One major strategic goal is to strengthen the standards, planning and monitoring system of the Infrastructure Services Department (ISD) under the Ministry of Education (MoE) and improve coordination and information sharing among all stakeholders involved in school construction, which should follow standards negotiated with and approved by ISD.

It is the lack of adequate site monitoring during construction that has been identified as a cause of poor earthquake resistance of constructed schools, poor durability due to the low quality of materials used, incomplete delivery against contract, short building life, escalating construction costs, and slow delivery.

DAARTT has been identified by the Ministry of Education to execute monitoring and evaluation on construction sites as well as Quality Assurance (QA) as part of on-the-site training of engineers from the Provincial Education Departments (PED).

SCOPE OF WORK

The main task of the Training Specialist is:

1) To build capacity, equip and supervise three Master Supervisors/Evaluators (MS/E), who will afterwards facilitate the M&E/QA training of PED Engineers at school construction sites.

The concept is On-the-job training using manuals, checklists and reporting formats developed by ISD/MoE that can be fed into the Educational Management Information System-EMIS and used as a strategic tool by ISD/MOE.

2) To work closely with the Construction M&E Specialist and DAARTT permanent technical staff in developing the ToT-program and to secure that training materials are coherent with the formats developed by ISD working groups facilitated by our partner NGO Article 25.

3) To prepare the MS/E for the task through a ToT program performed by DAARTT and facilitated by the Training Specialist.

QUALIFICATIONS

1. Degree in Education with specialization in TVET, or Degree in Social Science with specialization in capacity building
2. Extensive experience in design and facilitation of Training-of-Trainers’ programs
3. Experience in transforming best practices into training materials and manuals
4. Extensive experience in supervision, monitoring and evaluation of training programs
5. No less than 12-15 years professional experience including 5 years in development work is desired
6. Excellent English skills
7. Working experience from Afghanistan is an asset
8. Knowledge of Dari and or Pashto is an asset

CONDITIONS

Duty station: Kabul, Afghanistan. The Training Program Adviser will undertake few travels to project sites in Afghanistan subject to the security situation.

For the time being, Kabul is classified as a non-family duty station. DPA shall provide the Employee with a suitable accommodation based on local situation and standards. Prior to the assignment, the Employee shall be briefed on the security situation and safety regulations that apply to the assignment.

Contract: Ten months including two months’ probation with the Danish People’s Aid.

Salary and conditions are in accordance with Danish People’s Aid’s Terms of Employment for Expatriates. The position will be placed at salary level C1.
