Senior Manager, Policy & Advocacy International AIDS Society

The International AIDS Society (IAS) is the world's leading independent association of professionals working in HIV. It has more than 16,000 members from 196 countries and plays a key role as an independent voice in the global response to AIDS. It is a dynamic professionally run and well overned not-for-profit organization based in Geneva, Switzerland. It has a highly dedicated international staff of fifty.

The IAS is the custodian of the world’s premier gathering on HIV and AIDS, the International AIDS Conference,which takes place every two years. Each International AIDS Conference brings together about 20,000 political,scientific, religious and civil society leaders, top researchers, and people living with HIV, representatives of key affected and vulnerable populations, healthcare workers, activists, pharmaceutical industry and media from all corners of the globe. In the intervening years the IAS organizes the IAS Pathogenesis, Treatment and Prevention Conference, a scientific meeting focused on current research and its application in the scale-up of HIV prevention and treatment.

The IAS advocates for implementation of effective evidence-based policies and programmes that also promote and protect human rights so as to enhance the global response to AIDS. The IAS policy and advocacy work includes collecting data and carrying out analyses to support policy formulation and programme implementation.

The IAS operates a long-established and highly effective system of partnerships and collaborations with the key players and stakeholders in HIV and AIDS including networks of people living with HIV, UN agencies, national governments, regional conferences, faith based organizations, foundations, the pharmaceutical industry, broad civil society, organizations representing key affected and vulnerable populations, and media.

A major IAS goal is to strengthen research capacity to address HIV and AIDS. The aim of the IAS Industry Liaison Forum (IAS-ILF) is to accelerate scientifically promising, ethical HIV research in resource-limited settings, with a particular focus on the role and responsibilities of industry as sponsors and supporters of research. The IAS publishes the Journal of the International AIDS Society
(JIAS) - a peer-reviewed, primary source online journal dedicated to the publication and dissemination of vital HIV and AIDS research relevant to developing countries.



A modern IAS communications function utilizes the latest tools and professional strategies to advance its conference, policy and advocacy, research promotion, membership, professional development and corporate mission. The platforms include IAS and partner journals, websites, newsletters, Facebook, Twitter, LinkedIn and YouTube.

Purpose of the Position:


Reporting to the Director of Policy and Communications, you will hold a key position in the organization and take charge of a team of about five professionals. You will be responsible for ensuring that IAS policy and advocacy workis strategic and is carried out effectively and creatively. You will connect with and earn the respect of colleagues and decision makers in the HIV policy and advocacy field including representatives of networks of people living with HIV, men who have sex with men, sex workers, people who use drugs,faith-based-organizations, UNAIDS, WHO, international and regional HIV and AIDS organizations, and governments.

Going forward you will be instrumental in identifying key issues that should help frame the IAS policy and advocacy priorities intheir annual definition. In 2012 the IAS policy and advocacy priorities are HIV Cure; Treatment as Prevention; HIV Professionals and Human Rights; Social and Political Sciences and HIV; Effectiveness and Efficiency in National AIDS Programmes; and Key Affected
Populations. You will carry out research, prepare policy analyses and briefs, organize meetings and
consultations, and make speeches and presentations on these issues. Under the guidance of the Director of Policy and communications and the responsibility of the Executive Director and the Governing Council, you will make sure IAS delivers responsibly and in due time on each of its policy and advocacy priorities.



Responsibilities:
•Creatively engage, mobilise and harness the IAS membership as a force for policy and
advocacy,
•Develop advocacy strategies based on sound analysis, experience and best practice to
obtain the greatest impact,
•Coordinate research and policy analysis on carefully selected priorities,
•Identifyand facilitate partnerships with other organisations, networks and coalitions,
•Develop and disseminate materials and messages including position statements and
opinion pieces to advocate for change in attitudes, policies, and programmes,
•Identifyand analyse HIV policy issues and practices,
•Represent IAS in various forums,
•Lead,manage and motivate a team of project managers, specialists and experts,
including consultants by setting clear objectives and giving constructive
feedback,
•Develop annual and multi-year plans and budgets,
•Support the production of specific proposals and reports for fundraising,
• Produce narrative and financial reports for the policy and advocacy department and for specific projects,
•Contribute to monitoring and evaluation of work of the policy and advocacy department and
of the whole IAS.


Desired Skills & Experience

Required Qualifications:


•Minimum of a Master’s degree in law, medicine, public health, social sciences, or another related field;
•A minimum of 10 years of proven experience in policy development and advocacy;
•Excellent verbal and written communication skills in English. Knowledge of French and
other major UN languages will be an added advantage;
•Public, private or civil society sector experience;
•Ability to represent the organisation in a variety of settings;
•Prior strategic and staff management experience preferred;
•Strong interpersonal skills, including ability to engage, negotiate and convince;
maturity, good judgment and ability to work effectively in a team environment
and in multi-cultural settings;
•Ability to manage simultaneous and multiple external and internal deadlines;
•Flexibility to travel and work evenings and weekends when required;
•A deep knowledge of HIV and AIDS issues and an understanding the global health
landscape is a must.
