Senior Research Officer - ICAP TANZANIA

Columbia University’s ICAP Global. Health. Action in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in the mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 127 health facilities. The facilities involved include regional and district hospitals, health centers and dispensaries in Kagera, Kigoma and Zanzibar. This program is part of a broader US Government HIV/AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. The program seeks to recruit Senior Research Officer to facilitate and monitor the implementation of several studies in the research and evaluation portfolio of ICAP Tanzania’s programs.

Most studies being implemented and/or planned relate to HIV prevention, care and treatment strategies and/or aspects of program effectiveness and quality. It is expected that the results of these evaluations will inform the design of programs and ultimately contribute to the capacity of countries to provide high quality HIV prevention, care and treatment services. Working together with the in-country R&E unit, clinical and technical program staff, as well as the New York-based Monitoring & Evaluation, and Research units, s/he will have the opportunity to provide technical and scientific input to the planning and management of these studies. Current studies are looking at STI prevalence and etiology; pre-ART retention; HIV prevention in clinical settings (PEP, prevention with positives/PHDP); key populations (IDUs, MSM); combination HIV prevention; early infant male circumcision; and optimal models for HIV care and treatment. This is an exciting position with the benefit of seeing policy and programmatic impact.

Position Title: Senior Research Officer

Reports to: Director of Research and Evaluation

Location: Central Office Dar es Salaam with field travel up to 50% of the time

Overall Job Function:
The successful candidate will be responsible for facilitating and monitoring the implementation of several studies in the research and evaluation portfolio of ICAP Tanzania’s programs, lead or participate in new protocol and research proposal development, participate in data management, analysis and dissemination, and build capacity of the research management and coordination team.

Specific Duties and Responsibilities:

• Conceptualize new research projects as appropriate in response to funding opportunities and program/policy needs;
• Draft protocols, data collection instruments, informed consent forms, standard operating procedures, and data collection management tools and databases;
• Design and support the implementation of quality assurance and study monitoring systems;
• Train research staff as needed, developing training modules and curricula appropriate to training needs;
• Oversee and build capacity of local research management staff to implement study activities in the field in accordance with the protocols, standard operating procedures, good clinical practice, and ethical/regulatory requirements;
• Oversee the monitoring and reporting of progress of all ongoing studies, ensuring that they are moving according to required (or realistic) timelines;
• Develop and monitor research budgets and expenditures;
• Contribute to efforts that ensure all Columbia University, local IRB and CDC project determination approvals are obtained and maintained;
• Conduct routine monitoring of protocol implementation and data collection activities;
• Participate in hiring and training of research unit staff including project/site coordinators, interviewers, and data entry clerks, and ensure their integration into existing in-country teams;
• Participate in the development of analysis plans, and as appropriate, conduct analyses and draft abstracts, presentations and publications;
• Represent ICAP in meetings with Government of Tanzania counterparts, donors, partners and other stakeholders.
• Liaise with ICAP HQ research and M&E teams on research-related matters.

Preferred Qualifications and Experience:

• Doctorate in epidemiology, demography, social science or a related discipline; OR an MPH with significant internationally-funded research management experience;
• At least 2 years professional research-related employment beyond University training;
• Knowledge and experience in the field of HIV/AIDS epidemiology;
• Good knowledge of qualitative and quantitative research methodologies;
• Excellent oral/written communication, interpersonal, organizational, and computer skills;
• Significant working experience in supervising junior researchers
• Must be a Tanzanian National.
