Improving Administrative Capacities in the Area of Public Procurement in Kosovo

Description:
The overall objective of the project of which this contract will be a part is as follows: Ensure proper stewardship of public funds, transparency and effectiveness in public spending through the improvement of the public financial management system and the creation of an effective public governance framework in Kosovo and building confidence in public spending by enhancing public accountability.
The purpose of this contract is to strengthen the public procurement system in Kosovo by ensuring that the public procurement procedures are carried out in transparent manner and in line with EU standards.
The Following results are expected from this project:
Result 1: Administrative capacities and coordination mechanisms between the main stakeholders Strengthened
Result 2: Scope for corruption reduced through carrying out public procurements according to legislation at central and local levels
Result 3: Wider public informed of the procurement procedures and increased trust in the PP institutions

Key Expert 2: Procurement Expert - Long Term (minimum 300 working days in Kosovo)

Requirements
• A bachelor's degree (where a university degree has been awarded on completion of three years study in a university or equivalent institution) in disciplines relevant to the position preferably in economics, law, public administration or 7 years of professional experience (in addition to the minimum number of years of general professional experience required below) in economics, law, public administration. A Master/PhD in economics, law, public administration or other discipline relevant to this position (following the award of the degree) will be an advantage;
• Excellent communication and interpersonal skills;
• Excellent command of written and spoken English.
• At least 7 years and up to 14 years5of professional experience professional experience in economics, law, public administration or other discipline relevant to this position;
• At least three years experience from working in a centralised purchasing body in a Member State.
• Experience in implementing reforms in the national procurement system gained in at least two projects in the MS countries, candidate countries or potential candidate countries.
• Experience in organising and delivery training in public procurement in new EU MS or candidate and potential candidate countries would be an asset.

All key and non-key experts are required to spend 100% of their project time in Kosovo

Location
The Project office will be located principally in Pristina.
However short-term inputs will have to be provided in 5 municipalities (to be determined) part of a pilot-project. Some activities (study tour) can be performed in EU member states or in relevant transition countries.
