JOB SUMMARY
The Program Officer position provides direct substantive support to the Program Director (PD) in order to implement a strategic, responsive and innovative grant-making program that addresses complex challenges in international women’s rights. The Program Officer for AO reports to and is guided by the PD in developing grant-making plans for the region and in helping to review and coordinate correspondence from organizations that request support from the Global Fund for Women.

ESSENTIAL JOB FUNCTIONS
Grant-Making
• Review and prioritize incoming grant requests from priority groups as identified by the AO plan
• Develop and send Question Letters with guidance from the PD
• Communicate with Global Fund Advisors for additional information on potential grant recipients in consultation with PD
• Coordinate the compilation of grants docket, including: preparing the analysis of prospective groups, helping research specific topics related to the region, and recommending grant amounts for groups in conversation with the PD
• Contribute to developing grant-making policies and analyzing regional, issues, trends, priorities, and strategies
• Contribute to developing annual plans, budgets, and new initiatives
• Oversee and conduct administrative tasks of portfolio flow (templates, data entries, correspondence, translations, etc.)
• Oversee the closing of final reports: following up with groups, summarizing final reports, closing grant files, and use learnings to inform future grantmaking
• Assist PD in organizing and coordinating regional meetings and participate when required in outreach/regional meetings/grantee convenings
• Keep abreast of developments in the region through reading relevant materials, attending professional convenings as appropriate, to build knowledge of the region and of international women’s rights, and help develop the funding priorities for the region
• Manage and monitor the regional grant-making database
• Support the PD and Development Team in managing grants from GFW’s institutional and principal funders, including providing data and content for proposals and reports
Outreach/Communications
• Articulate regional trends and grant-making priorities to external audiences, including media, donors and other entities as needed
• Serve as an informational source for grantees and other teams at GFW
• Coordinate linking opportunities between grantees and donors as needed
• Meet with visitors seeking information about the Global Fund’s grant-making
• Help the Communications team in preparing publicity materials
• Join and participate in membership organizations relevant to work (e.g. Asia Pacific Working Group at the International Human Rights Funders Group)
• Promote knowledge of the region at the Global Fund through information sessions and grantee presentations
• Conduct informational meetings and participate in public speaking engagements
• Represent the organization/regional team in conferences, other forums
• Contribute to outreach, communications, and development requests from other GFW teams
Miscellaneous
• Participate in regular Program Team conversations and projects
• Participate in cross-functional work-teams and other Global Fund working groups as appropriate
• Initiate and oversee technological improvements for grants processing and internal processes
• Adhere to GFW policies and procedures
• Implement ad hoc projects as assigned by the regional supervisor or VP of Programs

Internal Relationships
The Program Officer for AO has daily working relationships with Program Associate(s), the program team, grants administration, and other staff

External Relationship
As a representative of the Global Fund, contact with outside vendors, donors, grantees, advisors, consultants, and the general public interested in Asia and Oceania.

Required
• Strong knowledge of women’s rights issues in the region
• Strong knowledge of the economic, political, social and cultural trends in the region via previous work, study, or living experience
• Demonstrated interest in a career within the field of women’s philanthropy, women’s human rights, and commitment to the mission and vision of GFW
• Strong written and verbal communication skills and ability to perform thorough, analytical and researched work
• Fluency in oral and written English required, including a high caliber of analytical writing
• Understanding of diverse cultures
• Ability to coordinate and manage complex tasks
• Creative problem-solving skills
• Ability to meet deadlines
• Strong working knowledge of geography
• Strong attention to detail, organizational skills and able to multi-task

Preferred
• Oral and written proficiency in AO regional language(s), particularly Bahasa or Mandarin
• Prior experience in grant making
• Ability to direct and supervise other staff as needed.

EDUCATION AND EXPERIENCE
A minimum 5 years substantive professional, academic, and/or activist experience in international women’s rights issues or international development, and a BA/BS degree in social sciences are required. Experience with monitoring and completing budgets, costing, and projections is preferred. A Master’s degree in social sciences is preferred, along with overseas living/working experience in Asia and Oceania.
