Security Advisor Oxfam Novib

Security Advisor
40 hours/week

In Afghanistan, Oxfam Novib is implementing a developmental, humanitarian and campaigning programme together with local NGOs and in close collaboration with other Oxfams. Within Oxfam International, in Afghanistan Oxfam Novib is the lead in the country leadership team, for humanitarian preparedness and response, for security and for the Rights in Crisis campaign.
The Security Advisor will work on security for both Oxfam Novib and Oxfam GB, and for other visiting Oxfam affiliates.

Objective of the position
Ensure that country security strategy is developed, implemented, monitored and reviewed; consistent with Oxfam policies, standards and requirements.

Main tasks
Analyse
- Analyses the local political and economic context and developments in relation to the security situation in country.
- Maintaining in close contact with all relevant local stake holders to develop a network and relationship with key actors to ensure reliable security information.
- Undertakes regularly and ad-hoc security assessment missions to the field in order to gather information and to analyse the overall security situation in existing and potential areas of intervention.

SMP
- Develops a security management plan for the country with proper security management strategy and provides for continuous updating of in-country security policy.
- Advises and supports the country director with regard to implementing the security policy and ensures follow-up of revisions.
- Ensures documentation is in line with existing Oxfam frame work, shares information and seeks advice for this by the security advisor at HQ.
- Supports country director and other senior staff during security incidents.

Briefing/instruction
- Promotes security awareness within the field office, among others by developing tools for this purpose, such as the organisation of workshops and in- house training.
- Ensures that (inter)national staff and visitors receive appropriate recommendations and travel advice.

Administration
Ensures that supporting department have in place an appropriate system to facilitate good security system.

You
• have knowledge of and working experience concerning security-issues in fragile countries;
• have experience of working in a security high risk environment and experience with leading on security issues;
• have experience with security issues related to civil society and INGOs;
• have the ability to network and to gather information relevant for security;
• have the ability to deal professionally with crisis situations;
• have the ability to be adaptable and flexible and prepared to travel to and work in crisis regions;
• are a team player and team builder in a multi-cultural setting; ability to stimulate and coordinate team work;
• have demonstrable high-level communication skills and proficiency (in writing and narrative) in English.

We offer
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range from € 2,896,- to € 4,456,- (scale 9) on the basis of a 40 hour working week. This is excl. 8% holiday fee, an additional international staff package will be offered in line with Oxfam Novib’s Collective Labour Agreement.
