Division Chief (Information Services)

The International Monetary Fund is seeking an experienced and forward-looking information management services professional to lead and assume the responsibilities for the strategic planning, direction, and management of the Joint Bank Fund Library and the IMF Archives and Records program. Both fields evolve in a dynamic environment in which the move to digital resources is accelerating. The library also serves the information needs of globally dispersed World Bank Group staff.
The successful candidate will have the ability to provide vision, leadership, and strategic direction in the innovative delivery of services as well as proven ability to manage a large specialized library and institutional archives and records management program; all fields include managing the transition from paper-based to digital assets, including long-term preservation and access by internal and external researchers. In that regard, the successful candidate would also have strong negotiations skills and diplomacy to communicate clearly with clients and peers in all the Fund's and Bank Group's departments on various aspects of information services and joint projects.
The division chief provides leadership for the managers and staff in the division, communicates the division's programs and services, and partners with other information technology and service providers in the Fund and the Bank Group to create well-integrated, user-focused programs based on deep understanding of user needs. Communication to encourage use of library resources to improve the return-on-investment adoption of innovative, best in class archives and records management practices, and implementation of streamlined work processes are all important.

Qualifications

A graduate degree or above in Management, Information Science, Library and Information Science, Records & Archive Management, or Information Technology with strong skills and experience in information science and knowledge management is strongly preferred . The degree should be supplemented by increasingly responsible and relevant experience in information management, which will include progressive administrative experience at a mid-level to senior management level in a large, innovative, and complex automated information management setting. Good knowledge of advanced information management and content technologies and policies, demonstrated success in implementing and fostering the use and growth of such technologies, and excellent interpersonal, people management, and change management skills. Substantial experience in personnel and budget management is required to manage the diverse staff, administrative, capital budgets, and the Sharing Agreement with the World Bank for library services. Strong oral and written English language communication skills are also required.
