Tenant Project Officer

Under the general supervision of the HQ1 Renewal Program Tenant Manager in the Facilities Management Division (FMD) of the Technology and General Services Department (TGS) assists the Tenant Manager with the administration, and all support efforts of the tenant associated activities for the HQ1 Renewal Program in the HQ1 building and fit-out of external swing space. These duties should be carried out in a timely and cost-effective manner and should ensure a safe work environment for Fund staff.
Duties and Responsibilities
  • Assists in the implementation of work plans based on the Program Tenant Manager's direction, client requirements, service delivery methods, budget, resource allocations, and key performance indicators.
  • Implements the developed requirements for office tenant and special function spaces; ensures that the approved requirements are carried out in the construction documents, and assists in the temporary movement of dislocated staff and operations into swing space and their subsequent return along with furniture, furnishings and equipment.
  • Works closely with other HQ1 Departments and TGS service providers to ensure that their requirements are integrated in a cost effective and accurate manner, for both their short-term requirements while in swing space and their long term requirements in the renovated building.
  • Ensures staff and special function areas continue to operate effectively during the renovations.
  • Develops and manages budgets in accordance with work scope and assignments.
  • Assesses risk to accomplishing project objectives and addresses complex issues and problems and develops an approach to mitigate these risks.
  • Monitors and reports on performance of contractors and consultants in accordance with contractual obligations and service fulfillment; monitors business process performance.
  • Coordinates the review of standards, processes, and procedures with other TGS service providers and recommends updates to maximize effectiveness and efficiency, where appropriate.
  • Communicates with Fund departments in assessing business/tenant requirements and communications related to all move activities.
  • Assists in all activities (including all client moves) required to ensure that HQ1 office tenant and special function area renovations and the fit-out and occupancy of up to 60,000 SF of external swing space are executed in accordance with FMD's objectives and the client requirements.
  • Tracks and monitors all activity to warrant that financial cost requirements are maintained. Creates financial update reports for the Program Tenant Manager.
  • Maintains all records of contractor, vendor, consultant, and sub documentation in accordance with IMF policy. Prepares status reports on all contractor services and maintains service and performance logs as required.

Qualifications

Candidates should meet the following criteria:

  • Educational development, typically acquired by the completion of a relevant advanced university degree, supplemented by a minimum of two years of professional experience in Real Estate, Facilities or Design and Construction field, or equivalent; or a bachelor's degree, supplemented by a minimum of eight years of relevant professional experience in Real Estate, Facilities, or Design and Construction field, is required.
  • Strong organizing skills/experience in managing people, funds and processes, including the ability to lead/motivate a team in a multicultural environment, ensuring continuous training and development of staff.
  • Ability to plan strategically, direct and operate within a results-based management framework and quality management concept. Presentation skills, including the ability to represent the Fund in a public forum and conduct effective meetings.
  • Contract management and administration skills, including facilities procurement methods and practices; developing and managing quality assessment and innovation programs.
  • Analytical and technology skills with an ability to apply standard financial practices at work. Understanding payback, return on investment, equity and lease versus buy decisions.
  • Teamwork and interpersonal skills, collaboration and negotiation skills. Use of good judgment, tact, and discretion in dealing with confidential projects and assignments.
  • Ability to work well in a team environment with individuals in a multi-cultural environment.
