We are recruiting for a dynamic individual to serve as the In-Country Technical Advisor for UCSF GSI activities in Antigua and Barbuda focusing on HIV surveillance and epidemiology. The assignment is based in St. Johns, Antigua and Barbuda, and the incumbent would begin work in Antigua as soon as possible, ideally by July 2012. Prior to relocating to Antigua, the incumbent would come to San Francisco, CA. for a week for orientation and introductions. This position is one year in length from date of hire with the potential for extension at the end of the period, subject to project needs and availability of funding.

Project Activities & Key Responsibilities:
Key duties include providing technical assistance and capacity building on Integrated Biological-Behavioral Surveillance (IBBS) of HIV among high-risk group activities to the Antigua and Barbuda Ministry of Health and its community partners, as well as supporting logistics for implementation for project activities. The incumbent is responsible for overseeing project activities on a day-to-day basis.

The Analyst provides principal in-country oversight and coordination for all activities related to the CDC CRO-funded UCSF surveillance portfolio in Antigua and Barbuda:
• Provides technical assistance and capacity building to the IBBS Technical Working Group chaired by the Antigua and Barbuda Ministry of Health and a locally-hired IBBS Project Coordinator in the implementation of HIV surveillance activities, including formative assessment for IBBS, IBBS, advanced sampling methods for reaching hard-to-reach populations, and community-based participatory research principles.
• ‘Twins’ with a locally-hired IBBS Project Coordinator to transfer knowledge around best practices in conducting IBBS, rigorous implementation of study activities, and implementation of day-to-day activities of two integrated biological-behavioral surveillance (IBBS) surveys, one among female sex workers (FSW) and one among men who have sex with men (MSM)
• Provides technical assistance and capacity building to the IBBS Technical Working Group and IBBS Project Coordinator in: project staff selection and training, standard operating procedures development, study forms and instruments development, piloting study procedures and instruments, study implementation, data management, data analysis, and report writing with a focus on MSM and FSW
• Supports the IBBS Project Coordinator in the supervision of MSM and FSW Team Leads and the respective field teams; assists the IBBS Project Coordinator to ensure high quality data collection, adherence of implementation to study protocol and procedures, with an eye towards building local capacity in all activities
• Assists in preparation of quarterly/annual reports for CDC and/or PEPFAR reporting
• Assists the Antigua and Barbuda Ministry of Health in technical/financial reporting to UCSF as needed, including timely submission of invoices with adequate back-up documentation, for timely reimbursement of study-related expenses
• Communicates regularly with San Francisco-based team members, Antigua and Barbuda Ministry of Health and IBBS Technical Working Group members, and in-country partners on project goals and progress of activities; ensures the successful completion of all activities
• Coordinates logistics of meetings, trainings and international TDYs
• Assists with execution of other UCSF activities in the Caribbean region, as needed

Overall, this position requires a high-level technical knowledge in epidemiologic surveillance methods including a thorough understanding of implementation of HIV surveillance activities among high-risk groups, especially MSM and FSW. This position also requires superior organizational skills, the ability to communicate effectively, and the ability to function independently. This position requires working with a number of persons of varying levels and types of experience and training, and quickly understanding local context and systems to gain trust as an effective technical voice on HIV surveillance issues. The incumbent has a strong background in global health, epidemiology, and research methods, along with training and capacity building skills.
