Institutional Funding Coordinator

Oxfam Novib is looking for an Institutional Funding Coordinator40 hours/weekDuration: initial one year with possibility for extensionLocation: Kabul Single Posting Oxfam Novib is the Managing Affiliate of Oxfam in Afghanistan. Objective of the positionTo establish, implement and maintain the country funding program strategy and country funding plan, including resourcing for development, humanitarian and policy/advocacy work in order to increase the Oxfam income of institutional donors. Main tasks Contributes to and coordinates the development of the country income plan and the budget planning processes, according to agreed Oxfam processes, by assisting the country teams in planning, development and submission of competitive, high quality concept papers, donor proposals, and budgets.Coordinates the funding activities of the different Oxfams in country, checks if activities are in line with the (agreed) annual income plan and promotes joint funding between the Oxfams.Manage funding processes according to Oxfam fundraising standards, is responsible for quality control of funding processes and communications, recommends changes to CLT on processes and advises on brand risk management.Provide support, advices and trains Oxfam staff in their area of responsibilities and to ensure sufficient capacity and skills of partners in country to manage funding portfolio in line with Oxfam and donor standards.Assess and strengthen the capacity of colleagues and partner staff across the country in the planning, securing and managing of unrestricted and restricted funds through formal training delivery, coaching and accompaniment.Ensure, in close collaboration with the information officer, effective co-ordination between affiliates in country in relation to institutional funding and information flows with Global Program Funding team, Affiliate HQs, Governing Bodies, Managing Affiliates and Implementing Affiliates. Ensure overall co-ordination of humanitarian funding in emergencies.Co-ordinate and manage processes for Oxfam to respond to key funding opportunities in country.Establishes and maintains an excellent donor network in country, co-ordinates any donor visits and facilitates appropriate Oxfam response to any reasonable requests from funding affiliates and governing bodies.Engage in peer networks of other country fundraising staff within region, between regions and globally as appropriate.Lead responsibility for negotiating donor contracts favourably in line with Oxfam standards and managing donor relationships in country.Effectively manage a portfolio of existing donor contracts to ensure compliance with donor requirements; ensure reports are of good quality and submitted on time; analyse and provide advice to staff on the funding policies and requirements of different donors, seek advice and input from affiliate HQ (donor leads) for high risk donors.Ensure sign-off of donor proposals, reports and contracts within delegations and according to agreed Oxfam processes. You have A university degree in international relations, development studies, anthropology, geography, or related field and proven experience at this level; At least 5 years of work experience in the field of development cooperation preferably with an NGO;Experience with identifying fundraising opportunities preferably for NGO’s and a good track-record of successfully acquired funding and donor-compliant implementation of programs;Experience with preparing project proposals for institutional donor agencies, including the European Commission, ECHO and private foundations as well as experience with other main donors’ rules and regulations;Extensive knowledge of Afghanistan;Experience and knowledge of project cycle management, including monitoring, technical and financial reporting;Good communication and coaching skills;Good knowledge of the INGO sector; a natural networker with substantial experience of building relationships with (potential) donors; bringing a network of donor agencies is an asset;Relevant thematic specialization (is an asset); Experience of working in a security high risk environment and experience with leading on security issues;Proficiency (in writing and narrative) in English. Knowledge of Dari/Pasto is a plus. We offerOxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set between € 3.229,- and € 4.969,- gross a month (based on 40 hours).
