Duties and responsibilities
Under the general supervision of the Division Manager, OSAN.1 and working in collaboration with Task Managers, the incumbent will be engaged in:
- Providing technical inputs to Bank’s operational activities relating to livestock development and management, including production, health and also including pastoralism, forage management, and agriculture and rural development in general, through the review of the technical design, assumptions and institutional arrangements for agricultural projects proposed for Bank’s funding, and assessing their feasibility from the perspective of present and future benefits, and impacts by:
- Initiating and leading livestock development projects identification missions, preparation of project briefs for each country, and a pipeline of agricultural and rural development programs, including pre-investment studies to be financed by the Bank Group and other donor sources.
- Undertaking livestock development projects preparation missions directly, or causing such missions to be undertaken by other bilateral institutions such as the FAO or consultants;
- Leading appraisal missions of livestock development projects and preparing of Terms of Reference (TOR) of studies proposed for Bank Group financing through collection and analysis of data; reviewing technical, institutional and financial design and assumptions within the framework of the project matrix; contributing to the preparation of project costs; and presenting loan/grant proposals to the Board.
- Undertaking, and leading as required, field missions to supervise project implementation and follow up on Bank financed project/study, or causing for such missions to be undertaken by co-operating institutions such as FAO;
- Reviewing tender documents, tender evaluation reports and draft contracts from regional member countries for the procurement of services, goods and works and making proposals for Bank action;
- Reviewing disbursement applications and progress reports and making proposals for Bank action;
- Providing technical inputs into any review process of the Bank Agriculture and Rural Development Policy, Natural Resources Policy; Result-based Country Strategy Papers and portfolios. Also participating in internal/interdepartmental working group meetings, loan committees and loan negotiations and presentation to the Boards of Directors of loan agreements or grant proposals;
- Selecting consultants for missions and supervising the technical aspects of their work.
- Any other duties as may be required.
Selection Criteria
Including desirable skills, knowledge and experience
- Master’s degree in Veterinary Medicine, Livestock Production, or in a related field,
- Preferably a minimum of Seven (7) years of relevant professional experience in livestock development, animal health management, Natural Resources Projects Planning, Project Supervision and Implementation.
- Demonstrable knowledge of the operations of bilateral and multilateral donors,
- Ability to work in a multi-cultural environment
- Competence in the use of standard Microsoft Office applications, familiarity with computer software programs (SAP, Excel, and Word).
- Knowledge in project economic and financial analysis would be highly valued
- Excellent written and spoken communication in English or French, with a good working knowledge of the other
