The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a worldwide leader in the prevention of mother-to-child transmission and one of the leading providers of care and treatment to people affected by HIV/AIDS. In Rwanda, EGPAF is funded through USAID and works with the health institutions and partners to support strengthened and integrated HIV/AIDS service delivery. EGPAF supports clinical services at 45 health facilities in the East Province and Kigali city. EGPAF would like to recruit a dynamic person to fill the short term position:

Vacancy: Finance Manager

Job Summary: The purpose of the Finance and Accounting department is to provide support to the office by recording and reporting all financial data and ensuring that the expenses are compliant with Foundation rules and regulations and partner/donor requirements. The Finance Manager will be reporting into the Associate Director of Operations (ADO) and is primarily responsible for managing and filing all accounting documentation, making sure that all financial documents are approved, and financial reports are submitted.

Specific Responsibilities

  • Monitor country office disbursements ensuring that expenses are incurred within the approved budget and comply with award restrictions and requirements;
  • Review payment vouchers and have them verified by Associate Director of Operations (ADO) and approved by the Country Director;
  • Ensure that complete accounting documentation is obtained Prepare checks and ensure that all transactions are recorded in QuickBooks and the bank reconciliation is done on a monthly basis;
  • Ensure that all financial transactions are properly classified, recorded and summarized;
  • Monitor country office cash flow to ensure the country office has adequate cash on hand, but not in excess of its immediate disbursement needs, to fund program operations;
  • Ensure that all local and international advances are cleared in a timely manner and all reports are approved and expenses are recorded in QuickBooks;
  • Ensure that payroll is prepared on time and timesheets are finalized before obtaining approval of payroll by the ADO and Country Director;
  • Submit monthly Financial Report no later than 7th of each month Ensure that all Government taxes are calculated correctly and paid on time;
  • Submit program expense information to the ADO according to established schedule Communicate with the bank: verify transfers, request information pertaining to project accounts, collect bank statements and correspondence;
  • Prepare finance department related correspondence;
  • Prepare necessary documentation to request VAT refund and follow up on payment;
  • Claim VAT and submit Foreign Taxes annual report to USAID no later than 16 April;
  • Review monthly pipeline and prepare analysis of budget versus actual costs with appropriate follow up on variances;
  • Ensure that Safe is reconciled on a weekly basis and unannounced checks are done regularly;
  • Acts as liaison with local and HQ program staff and ensure compliance with USAID and EGPAF financial policies, rules and regulations.

Education, Skills and capabilities:

  • Diploma Ao in accounting, finance or related degree.
  • Minimum of five years\' professional experience in Finance and accounting for an international NGO.
  • Minimum of three years\' professional experience supervising finance staff.
  • Experience with USAID funded programs and the knowledge of USAID rules and regulations is a strong advantage,
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook);
  • knowledge of QuickBooks accounting software or similar software package;
  • Proficiency in written and spoken English/French and Kinyarwanda;
