Description Position Summary: Pact is currently seeking consultants with experience developing commercial tenders for DFID with particular experience in deliverable based budgeting and writing Value for Money (VfM) statements. Consultants will work closely with Pact field office staff and Pact’s Opportunity Development team (HQ) to prepare commercial tenders for submission that are responsive to DFID and internal Pact guidelines and build Pact staff capacity in developing DFID commercial tenders.

Responsibilities:

• Advise and work on the costing strategy for DFID proposals and serve as an integral part of the proposal team, including working with appropriate Pact HQ and field office staff to tailor Pact budget templates to tender requirements, gather necessary cost inputs, and write Value for Money statements.
• Participate in technical design meetings, as necessary, to create a detailed Financial Plan that is clearly cross referenced to the activities and outputs within the Technical Work Plan.
• Fill out Commercial Pro Formas, as specified in invitations to tender
• Adhere to Pact proposal deadlines and internal review processes.
• Perform other duties as assigned.

Other Qualifications:
• Experienced in developing winning DFID proposals in response to international organizations’ solicitations. Should possess a clear understanding of best practices in developing DFID commercial tenders, especially Value for Money concepts and deliverable based budgeting.
• Working knowledge of DFID procurement mechanisms and processes
• Strong oral and written communication skills. Fluent or native English speaker required.
• Excellent budgeting, writing, editing and proof-reading skills
• Strong interpersonal skills. Ability to manage dispersed project teams
• Demonstrated flexibility, adaptability and the ability to perform and collaborate under challenging conditions.
• Ability to travel for 1-2 weeks for proposal development, if needed.
• Ability to train and develop capacity in HQ and country-level staff for budgeting.
