Description Project Summary: The FANIKISHA Institutional Strengthening Project is a 5-year USAID-funded project. FANIKISHA is strengthening the institutional capacity of national-level civil society organizations (CSOs) and their affiliates in Kenya to enable them to be responsive to the health and well being of Kenyans. This project also strengthens national-level Kenyan CSO networks to provide national-level advocacy for inclusion of CSOs in policy making and strategy development for increased health service delivery to the communities.

Overall responsibilities:

The Deputy Chief of Party/Technical Director for Institutional Strengthening, as a key senior member of the staff, will oversee the development and implementation of standards and strategies to strengthen the institutional capacity of selected national Kenyan CSOs and their affiliates. S/he will ensure that institutional strengthening technical assistance to the CSOs meets the established standards in order to result in long-term sustainable impact on the institutional capacity of CSOs and their community interventions to deliver quality services and manage resources efficiently. The DCOP/Technical Director for Institutional Strengthening will support the project’s institutional strengthening technical advisors and consultants as they provide technical assistance to the CSOs. S/he will work directly with the senior advisor for institutional strengthening technical assistance, the partnership coordinator, the marketplace technical advisor and the advocacy technical advisor to ensure the adoption of established institutional strengthening standards and indicators in the course of technical assistance to CSOs.

Specific responsibilities:

As the DCOP, s/he will have the following specific responsibilities:
1. Lead, coordinate and manage the strategic relations, including leveraging opportunities with institutional strengthening partners and stakeholders, including the government of Kenya, the private sector and other partners involved with CSO institutional strengthening in Kenya
2. Lead the project planning components, including annual work planning on each of the technical areas of the institutional strengthening categories
3. Work with Director for Monitoring and Evaluation, Reporting and Learning (MERL) and other relevant project staff to document and share successful practices and lessons in the areas of institutional strengthening
4. Provide support to and supervise the senior technical advisor for technical assistance and the partnership coordinator and provide technical oversight of the advocacy and marketplace program components
5. Arrange and conduct relevant meetings for CSO grantees, institutional strengthening vendors and partners involved with the implementation of the project strategy
6. Prepare monthly and other project management reports to the COP, including implementation highlights for discussions with USAID, the government and other major stakeholders
7. Represent the COP in his absence

As the Technical Director for Institutional Strengthening, s/he will have the following responsibilities:
1. Lead, guide and oversee the development and roll out of the institutional strengthening strategy(ies) and related documents
2. Oversee and monitor the roll out of the project’s organizational and technical delivery assistance strategies
3. Lead the development of institutional strengthening standards and indicators and their adoption by various stakeholders including the CSOs
4. Oversee the development and supervise the operations of the institutional strengthening marketplace, including the identification and enrolment of consultants in the marketplace
5. Identify and coordinate with project partners (MSH, RATN, Pact and Danya) to arrange and provide short-term technical assistance to institutional strengthening components of the project within the framework of their individual scopes of work
6. Identify opportunities for strengthening project staff and the CSOs capacity in institutional strengthening
7. Develop tools, approaches, policies and advocacy initiatives to improve management and technical capacity of CSOs
8. Oversee the strategic direction and program activities for governance, grant management, resource leveraging to increase the government of Kenya and donor support and resource allocations for the CSOs
9. Collaborate with the Chief of Party and other team members in fully integrating activities into the project’s overall goals to ensure project deliverables are achieved.
10. Participate in technical review meetings and serve as an advisor to CSOs on institutional systems strengthening
11. Review technical institutional strengthening reports and provide guidance to relevant project staff for finalization
12. Conduct assessments of national / local health policies and guidelines to inform the delivery of institutional strengthening services that are relevant to national priorities
13. Actively seek opportunities for FANIKISHA to partner with other institutional strengthening actors in Kenya
14. Document lessons in institutional strengthening to share with key stakeholders in Kenya and globally

Qualifications:
1. Advanced degree in public health or another technical area relevant to capacity building or institutional strengthening. Relevant experience may be considered in lieu of an advanced degree.
2. At least ten (10) years of experience designing, implementing and managing health programs in Kenya with substantial knowledge and experience in Kenya building capacity for NGOs and CSOs. Experience with USAID and PEPFAR donor projects.
3. At least 7 years of experience providing consultancy services in institutional strengthening or related field of work.
4. Demonstrated success and expertise in influencing and negotiation and advocacy work among senior-level donors and government counterparts in the country.
5. Significant experience in local governance/public administration including capacity development of civil society organizations, policy reform, policy/legislative change, local community organizing, and advocacy.
6. Proven, effective leadership skills. Superior ability in developing effective interpersonal relationships, negotiation and conflict management. Self-motivation and a commitment to lead and work with a diverse team are essential for this position.
7. Excellent written and oral communications and presentation skills in English.
