Position Responsibilities: 
Under the supervision of the Director of Administration and Finance, the Grants Management Officer has primary responsibility for the administrative coordination of grants assigned to the incumbent. Administrative management includes establishing and overseeing proposal development timelines; budget development; ensuring adherence to reporting requirements; and providing guidance for general compliance questions. This position is responsible for managing the administration of United States Centers for Disease Control and Prevention (CDC) cooperative agreement(s), and assisting the Director with the administration of other awards. The management of other agreements will be added as appropriate.

This position requires a highly organized, self-motivated individual who has a high level of attention to detail and accuracy and the ability to multi-task and set priorities in a flexible manner to address changing needs and tight deadlines. Great customer service skills are also required.

Responsibilities (for all awards) include, but are not limited to:
  • Serves as a resource to staff to ensure that all programs and/or proposal submissions are in compliance with applicable standards, regulations, and guidelines;
  • Develops and maintains a schedule of funding cycles, proposal submissions, and reporting deadlines to ensure program staff are aware of and comply with said deadlines;
  • Examines award documents; identifies all conditions, deadlines, and responsibilities in the award document; and communicates all relevant information to appropriate staff;
  • Works with relevant program staff to ensure that progress reports are submitted in a timely manner and reviews reports to ensure completeness, accuracy, and clarity;
  • Assists program staff with the development and analysis of project budgets;
  • Reviews budget justifications to verify accuracy and compliance with guidelines;
  • Assists program staff with financial analysis and forecasting;
  • Reviews grant proposals, completes appropriate grant application packets, and submits packets to funders;
  • Ensures all financial award information is entered into the accounting system in a timely manner;
  • Reviews monthly program financial statements to provide an additional high-level review of financial statements;
  • Reviews cooperative agreement (CoAg) payment requests for compliance and completeness;
  • Develops budgets with staff and coordinate the submission of the RTI ID/IQ task order responses;
  • Sends all cooperative agreement (CoAg) forms (travel and consultancy) to the CDC Procurement and Grants Office in a timely manner and follows-up on the responses as needed;
  • Prepare Financial Service Reports (FSRs) (SF-269s);
  • Coordinates with Finance Department staff on a variety of common issues;
  • Develops and provides training on the administrative and financial requirements of the various awards as needed and as appropriate for program staff;
  • Establishes and maintains a positive working relationships with funders and APHL staff;
  • Assists in the preparation for annual audit(s) and funder site visits;
  • Other relevant duties as assigned.


Position Qualifications:
 
Minimum Education & Experience:
  • Bachelor’s degree preferably in business, finance, accounting or related field, and at least 2-5 years of relevant experience. Grant, financial or accounting experience preferred.
  • Knowledge of: Microsoft Office applications with proficiency in Excel, Word, and Outlook; Accounting Software preferred.
