Job Purpose:

• To serve as a technical reference to the bank on Education for employment, oversee the design and implementation of education projects/programs and develop knowledge products.

Responsibilities/Activities:

• Provide technical leadership to the Education team on operational and policy/strategic matters.
• Play a significant role in conducting analytical/economic and sector work (ESW) as well as in sector dialogue exercise during Member Country Partnership Strategy (MCPS) and programming missions with IDB Member Countries.
• Initiate the preparation of key policy/strategy papers, new programs and knowledge product development.
• Lead and monitor projects preparation and implementation phases: identification, preparation, appraisal, project implementation assessment and support report (PIASR), Mid-Term review, Project completion Report (PCR).
• Analyse project implementation difficulties and ensure adoption of corrective measures;
• Initiate education sector portfolio performance review (SPPR) and contribute to Country Portfolio Performance Review (CPPR).
• Play an active role in Regional Network Meetings (ReNs),
• Develop strategic partnership with the view of synergy, complementarity and co-financing opportunities.
• Play an active role in knowledge sharing with the Bank's clients, staff and development partners;
• Demonstrate devotion and interest to interact and share knowledge and skills with colleagues in the department and the Operational Complex.
• Coach junior and young professionals on technical and operational matters.

Qualification & Experience:

• Doctorate degree in education or equivalent combination of education or Master with 12 years of relevant experience.
• At least 12 years of experience in relevant field.
• Advanced technical qualifications in Education and Employment issues and broad knowledge of all aspects of international trends in education sectors gained through advanced academic study and/or wide seasoning and special development.
• Proven leadership ability.
• Proficient in English and working language and preferably 1 other of the Ban's working languages.

Job specific technical skills:

• Has a deep knowledge of education challenges and trends in general and basic education systems in particular.
• Deep understanding of most of labour market issues and its linkage to the education systems outcome.
• Extensive field experience in conceptualizing and managing education projects/programs.
• Capacity to make a critical opinion on a documents, scientific paper, reports,
• Leveraging the other sectors for results in Education;
• Master the preparation of Result based Logical Framework,
• Good time management and communication skills,
• Sound knowledge of project cycle related activities,
• Good understanding of basic procurement and fiduciary aspects.
