Monitoring & Evaluation Advisor , Iringa , Tanzania

Monitoring and Evaluation Advisor will establish, oversee and ensure the quality of monitoring, evaluation and reporting systems for the Iringa Combination Prevention Study interventions. Working closely with the Programme Director and the technical team, Advisor will supervises a team directly work with regional, district, and facility officials, as well as partner agencies to ensure that appropriate systems are in place and highly functioning, guaranteeing the appropriate flow of data and feedback loops.

The Iringa Combination Prevention Study is a new high-profile multi-year USAID-funded program designed to evaluate the impact of scaled-up evidence-based sexual, biomedical and structural HIV prevention interventions. The MCHIP/Tanzania program, lead by Jhpiego, will oversee the implementation of the interventions associated with this study, including HIV counseling and testing, HIV care and treatment, PMTCT, voluntary medical male circumcision, home-based care, and strategic behavior change communication. MCHIP/Tanzania is therefore seeking to recruit a team of experienced, top-notch medical and public health professionals to lead this exciting new initiative.

Responsibilities:
  • Lead the development, implementation, and quality assurance for monitoring and evaluation systems and activities for the program
  • Oversee the linkages between the implementation of programs and the research study
  • Contribute to overall strategy and implementation of M&E activities
  • Lead the evaluation of new interventions and learning models
  • Represent MCHIP in professional circles through meetings, conferences and presentations
  • Provide leadership and mentoring to Program and Technical Advisors and other M&E field staff
  • Provide leadership for the building and strengthening of MOH capacity in MER
  • Conduct embedded evaluation studies for Jhpiego programs including development and implementation of study protocols, submission of study documents to institutional review boards, guidance and oversight to ongoing study activities, timely data analysis, synthesis and dissemination of findings and identification and training of appropriate personnel as evaluation team members
  • Report research and evaluation results and provide guidance to the organization on the programmatic implications and application of the findings
  • Write technical components of materials, publications, journal articles (in collaboration with program staff) and reports, including research and program reports interpreting M&E data for various audiences appropriately, including donors, the scientific community, and the general public (press releases)
  • Ensure quality, consistency and adherence to standards and best practices for M&E across the project
  • Keep abreast of emerging research in the field
  • Help identify research opportunities
Required Qualifications:
  • Advanced degree in epidemiology, public health and/or related field; PhD highly desirable
  • 5+ years experience implementing and/or leading complex monitoring and evaluation activities, preferably in HIV programmes.
  • Experience using research and evaluation methodologies, including quantitative and qualitative methods
  • Experience with large scale databases, preferably web-based
  • Familiarity with national HMIS systems and/or other national systems
  • Ability to work well in a variety of settings including collaboration with a high level research team, fieldwork from facility to community, and government and donor liaison
  • Research and management experience
  • Demonstrated report writing skills
  • Excellent written and oral communication and presentation skills in English and Kiswahili
  • Availability and willingness to travel up to 30% time
