This position is only open to South African citizens and those with permanent residency status in South Africa.

Dimensions

  • The Private Sector Advocacy Advisorwill be responsible for the design and implementation of a campaign on engagement with the private sector, and work closely with partners during all these stages
  • It is expected that the programme expenditure will be in the region of £150k per year
  • The Private Sector Advocacy Advisorwill actively identify, meet and maintain relationships with donors and be responsible for identifying and responding to funding opportunities.
  • Although the focus of the work will be on the private sector, the Private Sector Advocacy Advisorwill be expected to often liaise with government officials, and support partner organisations in their advocacy with these officials.
  • Impact of this programme will mainly be in South Africa.
  • Wide range of communication and representation both internally with country, regional and OI staff, in addition to outside parties including national and international media, public events and government officials.

Key Responsibilities

Advocacy support and delivery: 50%
  • Proactively develop and nurture strategic partnerships and alliances with other civil society organisations, government and the private sector to deliver South Africa's private sectorcampaign and advocacy objectives. In the short-term, issues related to large scale land acquisitions are will be a focus, although as the role develops, the emphasis will shift to a broader range of private sector issues.
  • Working closely with Oxfam International's private sector teams to develop and implement private sector advocacy projects including building strategic partnerships and alliances with the private sector, civil society and government.
  • Coordinate Oxfam's research on the role of the private sector in and its impact on development in South Africa
  • Represent Oxfam in a range of external networks and bilateral relationships.
  • Working closely with the Economic Justice Campaign Manager and Advisor, support partner-led initiatives on private sector including the role of South African companies in large scale land acquisitions nationally and internationally, ensuring links with national and global campaigns and advocacy work.
  • Provide the interface between the South Africa programme and local, regional, and global activities around the private sector.
  • Identify and exploit media and other external opportunities to profile work and advocate on issues relating to the private sector.
  • Liaise with colleagues across the Southern Africa region to explore the impact of South African companies in the region.
  • Represent Oxfam in the media, lobby meetings and public engagements.

Thought Leadership: 25%
  • Provide facilitative leadership in defining and implementing a robust private sector campaign and advocacy strategy in South Africa, based on thorough analysis and understanding of the key issues in the country, including government and private sector accountability as well as South Africa's role in large scale land acquisitions.
  • Play a "thought leadership" role on the private sector: spend time in reflective consideration to develop a comprehensive understanding of private sector issues; consistently gather evidence and stay up to date with the latest thinking, research and policy debates in order to effectively position Oxfam's participation and influence to achieve desired changes.
  • Analysis of SA government private sector positions/policies plus key developments in civil society and private sector and share this analysis with the region and global teams.

Resource Mobilisation, Organisational Governance and Compliance: 25%
  • Participate in relevant fundraising activities through the development and submission to donors of fundable concept notes and donor proposals and other necessary activities to secure funding for private sector programme activities.
  • Adhere to all Oxfam programme requirements and standards in relation to the organisation's administrative and financial management, project cycle management, programme quality, programme learning and other requirements.
  • Develop and deliver private sector monitoring, evaluation and learning strategy, continually assess delivery and performance against agreed results and recommend and implement action to ensure delivery is achieved.
  • Provide regular information, briefings and reports on the private sector programme in South Africa to meet both corporate and donor reporting requirements.
  • Effectively manage the allocated budgets and ensure alignment the organisation's administrative, financial and donor reporting systems.
  • Adhere to the application of all relevant policies and business processes in the region.

    Skills and Competence

    Essential
    • Academic qualifications: minimum undergraduate degree preferably in development studies, economics, business or human rights.
    • Proven analytical and conceptual thinking, particularly in research and policy analysisrelating to the private sector.
    • Comprehensive knowledge and experience of implementing advocacy programmes and initiatives
    • Understanding and familiarity with private sector issues, ideally derived from personal experience.
    • Commitment to and good knowledge of working with a partnership approach including innovative approaches to capacity strengthening.
    • Strong organisational and personal management skills with the ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
    • Excellent personal communication skills, in written and verbal English.
    • A high level of self-awareness, initiative, sound judgement, personal energy and flexibility.
    • Ability and willingness to travel and to work extra hours as necessary.

    Desirable
    • Good knowledge of and experience in developing, and implementing, advocacy and campaign strategies and plans and successfully achieving external impact and change.
    • Experience of and thorough understanding of a rights based approach, including conceptual clarity of power analysis.
    • Experience of working at national, regional and global level including some experience in media representation.
    • Understanding of gender and HIV and AIDS and their intersection with poverty and suffering.
    • Good knowledge of and experience with donor funding environment and strong financial management skills with experience of project budgeting and controlling financial risks.
    • Strong programme management and quality knowledge, skills and experience with ability to use participatory tools and methodologies for assessment, programme identification, implementation, monitoring and evaluation, ensuring consistent quality against standards.
