  • Role is variable with well-defined targets and/or high standards and is both proactive and reactive
  • Responsible for shaping work which has potential major impact on public image
  • Plans/objectives contribute to departmental/broader program strategy and collaboration with other departments
  • Working as a member of the Country Management Team
  • To support fundraising efforts and produce clear and quality reports that demonstrate good accountability

Key Responsibilities

1. Research and Analysis:
  •     Produce briefing documents, reports and collect data and information from a variety of sources, both national and international
  •     Provide advice and input into the development of research proposals, activities and tools
  •     Conduct or commission quality research
  •     Collate and analyse data and information, interpret results both individually and as a team
  •     Prepare and give presentations, and facilitate meetings and workshops

2. Advocacy:
  •     Develop and deliver plans, initiatives, tools, resources and key messages that promote and support the effective delivery of Oxfam's programmes in Myanmar
  •     Establish and maintain information and build strategic linkages with  government departments, UN agencies, I/NGOs and other stakeholders on matters relevant to the programme
  •     Support programme teams with advocacy initiatives at project level, and the development of simple and clear messages about key aspects of their programming
  •     Develop and support initiatives to ensure that the Myanmar programme links in to appropriate Oxfam regional and global initiatives.  Build and maintain strong links with other East Asia Regional and country staff
  •     Ensure a process for interpretation and verification of information with key sources
  •     Develop and facilitate mechanisms to monitor and evaluate work within the program
  •     Develop a capacity building programme and act as a resource person for training sessions for staff and partners  
  •     Assist with the coordination of country/programme visits
  •     Work with Country management team and contribute to develop and implement a strategic country programme

3. Communications and Networking:
  •     Review existing documentation, attend internal briefings, meet with staff and partners and undertake field visits as appropriate so as to remain up to date and informed about the Myanmar programme
  •     Represent the organisation, actively participate at inter-agency meetings and provide feedback
  •     Establish and maintain links and channels to facilitate information flow on key issues relevant to Oxfam's programmes
  •     Ensure that key information is analysed, documented and communicated to the relevant staff
  •     Contribute to the development of communications and media resources

4. Management of Resources:
  •     Effectively performance manage the Policy and Communication team.
  •     Manage the advocacy and communication budget. Allocate the resources to ensure maximum impact on our strategy.
  •     Ensure there is accountability engrained throughout the policy and communications team. That all procedures are followed and reports produced in a timely manner.

Skills and Competence

  • A University degree, preferably in the humanities or a related discipline
  • Strong conceptual, analytical, critical thinking and research skills and experience
  • Excellent communication skills, and a well-developed ability to motivate and interact at high levels
  • Can successfully and tactfully represent complex issues in high profile environments
  • Proven ability to be able to communicate (written & verbal) complex information simply
  • Proven skills in networking, coordination and strategic planning
  • A sound understanding of development and gender issues
  • Excellent interpersonal and verbal communication skills, and confidence in working with people from a range of countries and cultures
  • Proven sound judgement in complex situations
  • Proven ability in building the capacity of others, using a range of methods such as mentoring, coaching or training
  • Excellent written and spoken Myanmar and English
  • Good computer skills including the use of commonly used word processing software
  • Ability to perform under pressure and be a productive team player
  • Ability to travel all areas of the country and internationally as required.
