1.   JOB PURPOSE
To enhance the effectiveness and operational efficiency of IPPF South Asia Region (SAR) by overseeing the design and implementation of financial systems, procedures and processes across the Region.
2.   KEY TASKS
1.     Coordinate and be responsible for the Regional Strategy on system design, strengthening and deployment (including review and development of overall as well as country-specific strategies) in the areas of financial management, costing and audit, etc in the Member Associations (MAs) and at the South Asia Regional Office (SARO).
2.     Plan, implement and monitor performance of all financial system strengthening initiatives in terms of:
a)     Deployment and utilization of resources
b)     Development of people
c)     Deployment and stabilization of systems and processes
d)     Reach
e)     Quality
f)      Cost
g)     Time
3.     Develop and disseminate guidelines, policies, standards and technical tools relating to financial system across the Region.
4.     Be responsible for the up-gradation of knowledge and skills of people engaged with financial management, costing and auditing systems strengthening. In doing so,
a)     Bring together and make available the knowledge of various actors in the field of overall financial, costing, auditing, etc., and
b)     Coordinate financial system strengthening-related training for SARO and MA staff and volunteers.
5.     Support overall financial management at SAR including:
a)     Strengthening systems of planning, budgeting, accounting and reporting for the MAs and SARO, including preparation and review of the Annual Programme Budget (APB), accounting systems and structure, reporting systems and structure, etc.
b)     Undertake detailed review and analysis of audit reports from the perspective of allocation of costs, recurrent issues emerging in the management letter, etc.
c)     Training MA staff and volunteers in financial management and budgetary control procedures and ensuring that a robust internal control system is in place. 
d)     Ensuring SARO’s compliance with statutory requirements.
e)     Ensuring compliance with donor requirements with respect to accounting, controls and reporting.
f)      Undertake monitoring visits to the MAs in the Region
g)     Providing any other support that may be required.
6.     Be the focal point for financial systems design, strengthening and deployment of initiatives in the Region, the IPPF Central Office (CO), London and SAR MAs.
7.     Build and reinforce external relationships, coalitions and participate in conferences, events, etc.
8.     Ensure that any intervention in an MA in the Region is undertaken in collaboration with the concerned Director in SARO.
9.     Provide feedback periodically to the Management Group (MG) at SARO and any other relevant body/agency.
10. Undertake any other reasonable tasks/duties as may be requested from time to time.
 
3.   RESPONSIBILITIES

Responsible for the financial allocation on financial system design, implementation and strengthening under the overall guidance of the Director (Finance and IT)
 
c)   Advisory responsibilities carried out by the job holder.
·         Advise the Regional Director, Directors and Programme Officers (POs) at SARO on financial system related initiatives.
·         Advise the MAs in the Region on financial system related initiatives.
4.   EDUCATION and QUALIFICATIONS
Post-graduate degree in Financial Management or Chartered Accountancy.
5.   PROFESSIONAL EXPERIENCE
·         Five years’ experience in financial system design, strengthening and implementation in a large entity.
·         Knowledge and experience of working with multi-sector teams in deploying and/or operationalising organization-wide solutions.
·         Knowledge about and working with out-of-box solutions deployed in settings similar to IPPF and its MAs.
·         Thorough technical knowledge on system strengthening issues.

This position is open to individuals with a Postgraduate Degree in Financial Management or Chartered Accountancy and at least five years’ relevant experience.  For details please see the job description. 
 
Minimum annual gross salary for the above position is Rs. 1,315,800.
