PURPOSE: The WASH Sector Manager plays an important role in the United Methodist Committee on Relief (UMCOR) Sudan's field management structure. UMCOR-NGO’s program areas in the Sudan focus primarily in the field of emergency relief and transitional development, which include but not limited to the following sectors; water and sanitation, food security, health, education/child protection, shelter construction, camp coordination, and community development. The position is based in El Daein Town, East Darfur State, Sudan. The contract is for a period of twelve (12) months with possibility of renewal.
ESSENTIAL FUNCTIONS:
The WASH Sector Manager will be responsible for the overall design and construction of appropriate water, sanitation and hygiene promotion (WASH) infrastructures in the Darfur Field Office. He/she serves as coordinator and liaison with other partners in the WASH sector, including the Government representatives, UN, National and International NGOs. More specifically, he / she will:
ESSENTIAL FUNCTIONS:
The WASH Sector Manager will be responsible for the overall design and construction of appropriate water, sanitation and hygiene promotion (WASH) infrastructures in the Darfur Field Office. He/she serves as coordinator and liaison with other partners in the WASH sector, including the Government representatives, UN, National and International NGOs. More specifically, he / she will:
• Manage and guide staff in all related activities in the implementation of the project. Provide support, through guidance and organization as well as supervision to the field teams to promote quality in project deliverables.
• Design and construct appropriate water supply and sanitation infrastructures
• Represent UMCOR and collaborate, plan and liaise with key local government officials, UN, NGOs and community members in the implementation of program activities.
• Manage water supply, sanitation/waste disposal and associated construction projects.
• In conjunction with the Darfur Program Manager, develop, document, and implement written protocols and standard operating procedures for the WASH program.
• Responsible for monitoring and documenting achievement of project outputs and objectives, ensuring the quality and timely achievement of program objectives.
• Prepare and submit timely internal project reports on field activities, detailing the progress and achievement of project outputs and objectives, the challenges faced and how they were tackled and recommendations for subsequent phases. Liaise with the Program Manager and Head of Mission in the preparation of donor reports.
• In conjunction with the Program Manager and Head of Mission, participate in need assessment missions with other stakeholders in the area, representing UMCOR in terms of preparation, training, analysis and reporting of findings and recommendations, which includes but not limited to, identification of need/gaps and their root causes, recommendation of good practices (strategically optimal solution) to improve the situation as and when required.
• Manage project assets and budget management/tracking (by sub-sector) and enhances the reporting system to meet the donors’ requirements. Liaise with Finance Director in monitoring program expenditure to ensure that program activities are in line with allocated budgets.
• In collaboration with Program Manager and the Head of Mission, design and develop concept papers that address the transition and development needs of conflict affected communities in the region.
• Represent UMCOR in inter-agency coordination meetings/forums to foster positive interaction and good working relations with all partners.
• Supervise key national staff and conduct periodic staff appraisals.
• Mentor key national staff to assume overall responsibility of project activities
• Identify staff training needs for department staff, organize workshops/seminars as appropriate
• Ensure lessons learnt in monitoring and evaluations are captured, capitalized and incorporated into UMCOR programs through systematic supervision, reporting and documentation including exchange of feed back on project impact for replication and scaling up.
• Assume any other duties as may be assigned by the Darfur Program Manager.
QUALIFICATIONS and Professional Experience:
The position requires a University degree/Higher Diploma in Water Engineering
• Minimum three years of progressive field experience managing emergency, transition and/or development Water and Sanitation programs in rural and remote environments preferably in Africa
• Experience working with IDP/refugees/returnees and local communities to promote community-based structures and institutions for self-management.
KNOWLEDGE:• Knowledge of researching and data collation for program development
• Working knowledge and experience of humanitarian principles, SPHERE and UN standards and protocols and procedures
• Knowledge of international donor (private, US government, EU, UN and multi-lateral donors) policies and procedures related to project management, monitoring and impact evaluation
• Strong representation, negotiation and coordination experience gained from working with international NGOs and/or UN organizations.

• Ability to work in post conflict environment and remote regions with limited resources
