ILO-EC Project “Improving social protection and promoting employment”

1. Purpose of the evaluation:

The International Labour Organization is implementing a technical cooperation project funded by the European Community entitled “Improving social protection and promoting employment”. This is a project of the Commission of the European Communities (EC) and the International Labour Organization (ILO) with a budget of € 2,769,124. The project is ending in December 2012 and needs to undergo an independent final evaluation. The evaluation is expected to determine if the project has achieved its stated objectives, the efficiency, effectiveness and sustainability of the outcomes achieved, formulate conclusions and recommendations and generate lessons learned and good practices. 

2. Brief Project Background and Context:

The project is being implemented in three pilot countries: Burkina Faso, Cambodia and Honduras. Signed in 2009 and running through the end of 2012, the project has two specific objectives which are meant to contribute to the promotion of integrated social protection and employment policy built by national consensus. The first of the project’s specific objectives is to develop national plans to extend social protection and to promote employment through demonstrating the feasibility and effectiveness of a basic social protection package and coordinated, inclusive employment strategies. The second specific objective is to promote an international campaign and platform for awareness-raising and exchanges of good practice in social protection and employment. The project contributes to the development of coherent and integrated social protection and employment policy frameworks in the pilot countries, on the basis of sound data and diagnostic tools and the active participation of social partners. Despite belonging to different regions, the three pilot countries face similar challenges, namely the fight against high levels of poverty and income inequality, the need for sound labour market and comprehensive social security institutions, gender inequality, the need for establishing effective social dialogue and the central role of integrated and coherent employment and social protection policies. A key project output is the development with and validation by the social partners of a draft national action plan to address the extension of social protection coverage and to promote employment.

The project has followed a logical sequence to achieve the objectives: 

1) Establishment of Tripartite National Steering Committees in each of the pilot countries.
2) Development of diagnostic studies on current employment and social protection policies.
3) Validation by the National Tripartite Steering Committees in workshops of the studies and discussion of policy options.
4) Elaboration of draft national action plans and cost estimates for the formulation of programmes for extending basic social protection and employment policies.
5) Validation of the draft action plans through National tripartite employment and social protection dialogues.
6) Knowledge transfer and capacity building of national stakeholders on diagnostic tools for the extension of social protection and employment promotion.
7) Organisation of a final conference to compare the experience of the three countries and disseminate the findings.

The tripartite stakeholders through the National tripartite steering committees, validation workshops, and national dialogue have taken part together with development partners and civil society representatives in the outcomes of the project. The main partners who have participated in the national dialogue processes have been employer and worker organizations, as well as Ministries of Labour and Social Affairs, Ministries of Finance, and Ministries of Rural Development. The project results have been distributed to the stakeholders and will be published by end 2012 as working papers and books, in English, French, Spanish and Khmer.

3. Scope:

The final evaluation will assess the overall ILO-EC project and its country operations in the three pilot countries. A desk review of key documents will be followed by interview with project stakeholders and members, in Geneva, Brussels and in the three pilot countries where project activities are taking place. The evaluation builds on the findings of the mid-term evaluation undertaken in October 2011. The evaluation will cover the period from November 2009 to December 2012, to create an accurate and comprehensive picture of the project’s context and development. 

4. Evaluation arrangements and professional requirements:

The independent final evaluation will be conducted by an external evaluator between November and mid February 2012. The assignment is for approximately 35 work days during that period.

The evaluation will include desk-based as well as in-country reviews. This will include attendance at the project’s Interregional Conference held in Brussels on 3 and 4 December, briefings in Geneva and missions to the pilot countries. The evaluator may alternatively team up with an evaluator in the pilot countries to assist in the evaluation of country activities and language requirements. In that case, the Applicant will act as the Team Leader for the Evaluation and will be the primary and ultimate responsible for the delivery of the evaluation report.
Selection of the consultant will be done by the Evaluation Unit of the ILO and will be based on the strength of the qualifications provided by potential candidates through their expressions of interest (EoI) for the assignment. Interested candidates should include in their EoI:

• details of their background and knowledge of the subject areas, previous programme, organizational and thematic evaluation experience relevant to this assignment, 
• a statement of availability for the assignment together with an estimated cost of the evaluation work, and 
• their CV. 

Applicants should have a minimum of a Master’s degree from a reputable university, a minimum of eight years of experience conducting evaluations, familiarity with policy making, the formulation of employment and social protection policies; the ILO mandate and its tripartite and international standards foundations. Country experience in the project countries under review is an advantage. Candidates should also demonstrate solid team work skills, and have excellent written and oral communication skills in English and French and/or Spanish given that some of the information for the evaluation will only be available in the language of communication of the pilot country.

Evaluators whose EoIs meet the selection criteria will be sent the TORs and interviewed following an initial ranking exercise.
