Forest and Climate Campaigner FERN Brussels, Belgium

FERN is an international organisation that works to achieve greater environmental and social justice, focusing on forests and forest peoples’ rights in the policies and practices of the European Union. We co-ordinate several NGO networks and work co-operatively to achieve change.

Currently, our main campaign areas are forest governance with a focus on illegal logging, forest and climate, European forests with a focus on bio-energy, trade in ecosystem services with a focus on carbon trading, and trade and investment with a focus on ECAs. FERN is a non-hierarchical organisation ‘owned’ by all staff jointly.

TERMS OF REFERENCE:

Main responsibilities include campaigning, researching, monitoring and reporting on developments concerning: EU and Member States policies on habitat banking, biodiversity offsetting and ecosystems trading; developments in the carbon market and the ongoing EU regulation of the financial sector; Land Use Change and Forestry (LULUCF).

Issue related tasks:

• Facilitating and/or participating in NGO networks active on forests, climate and finance and work towards joint NGO positions to be presented to the EU; 

• Facilitating and organising information flows on carbon trading, habitat banking, trade in ecosystem services from European (and Southern) NGOs to EU institutions and vice versa; 

• Monitoring the position of global players in relation to trade in ecosystem services, and especially EU institutions and European companies and organisations and regularly reporting on them; 

• Guiding and carrying out research and presenting results to relevant target groups; 

• Producing reports and/or briefing papers on relevant EU positions concerning trade in ecosystem services, carbon trading and financial regulation and LULUCF; 

• Participating in and organising meetings/seminars with Commission officials and MEPs if and when required; 

• Networking with people in the EU Institutions and relevant representatives of EU Member States; 

• Writing regular campaign updates and articles for, among others, FERN’s newsletter EU Forest Watch (10 issues per year). 

General FERN tasks:

• Staying informed at a general level on the various campaigns FERN is involved in; 

• Fundraising for the successful continuation of FERN campaigns related to improving forest governance (average Euro 100,000/year); 

• Carrying out general managerial and administrative tasks, shared between all staff; 

• Fulfilling FERN’s policies on reporting on meetings, producing work plans etc; 

• Managing the campaign budget in close co-operation with FERN’s financial officer; 

• Maintaining a proper filing system on issues relevant to the position; 

• Ensuring FERN’s reputation as a professional organisation is maintained at all times. 

PERSON SPECIFICATIONS:

• Experience in developing and implementing and evaluating campaign plans; 

• Experience in working with NGOs and NGO networks in Europe; 

• Experience of facilitating NGO networks, developing joint (NGO) positions and facilitating meetings involving a broad range of views, interest groups and cultural approaches; 

• Successful fundraising experience; 

• Experience in advocacy work, preferably at EU level; 

• A good understanding of the interface between forests, climate and the financial sector; 

• A good understanding of the functioning of EU institutions; 

• Able to work in English and French; 

• Good organisational skills and excellent computer skills (office package); 

• Ability to establish and maintain good working relationship with both partner organisations at grassroots level as well as with Commission officials and MEPs; 

• Ability to work individually and within a team; 

• Ability to prioritise and manage a high workload; 

• Willingness to travel frequently within the EU and abroad and notably between FERN’s offices.

RELEVANT INFORMATION:

Salary range is 33,300 to 47,150 Euro, depending on experience. Selected candidates will be invited for an interview. The interview will take place in Brussels on 21 November.
