Policy Analyst OECD Paris, France

The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.

We are looking for a dynamic Policy Analyst to join the Secretariat of the Multilateral Organisation Performance Assessment Network (MOPAN). The Policy Analyst will work as part of the small secretariat team to: develop key messages and communication around the MOPAN assessments; support efforts to improve the MOPAN methodology; and help manage the survey process. S/he reports directly to the Head of the MOPAN Secretariat.

MOPAN is a network comprising 16 countries with a common interest in assessing the effectiveness of the major multilateral organisations they fund. Its aim is to generate relevant, credible and robust information for its members to meet their domestic accountability requirements, and fulfil their responsibilities and obligations as bilateral donors. It also provides an evidence base for MOPAN members, multilateral organisations and their direct partners to discuss multilateral performance, with a specific focus on improving organisational effectiveness over time, both at headquarters and country level.

The MOPAN Secretariat is hosted within the Development Co-operation Directorate (DCD), which serves as the Secretariat for the Development Assistance Committee (DAC). The MOPAN Secretariat is governed by the MOPAN Steering Committee composed of its members.

Main Responsibilities:

Drafting and analysis:

• Support the Senior Technical Adviser in the development and improvement of the MOPAN methodology and streamline assessment processes based on lessons learned.
• Work with Senior Technical Adviser to analyse MOPAN findings with a view to increasing MOPAN’s relevance and impact on multilateral effectiveness.
• Produce policy notes and fact sheets for organisations assessed as part of the work programme.
• Keep under review developments in multilateral assessments published by bilateral and multilateral donors and multilateral organisations themselves.
• Produce summary records of meetings and quarterly and annual reports covering MOPAN’s main activities and achievements.

Communication:

• Develop a communications and outreach strategy to ensure that key messages and supporting communications materials are disseminated via different channels for target audiences, ensuring consistency across all MOPAN documentation and products.
• Manage, write and edit the content of the MOPAN external website and intranet, updating pages, documentation, and meeting information with the support of the Administrative Assistant.
• Manage outsourcing of translations and any other communications.

Co-ordination and Liaison:

• Together with the Senior Technical Adviser, plan and implement the MOPAN assessment process working with consultants and the MOPAN Steering Committee to coordinate the role of headquarter focal points, institutional and country leads, and liaison with multilateral organisations.
• When appropriate, liaise with OECD networks, communities of practice, and other development actors involved in understanding and assessing multilateral effectiveness.
• Manage the procurement processes and contracts with intellectual service providers.
• Support the organisation of Steering Committee meetings.
• Carry out other tasks as requested by the Head of Secretariat in line with MOPAN Steering Committee priorities.

Candidate’s profile:

Academic Background:

• An advanced university degree in international affairs/relations, development, political science, public administration, or economics.

Professional Background:

• Three to seven years’ relevant experience in a national or international aid agency or in a relevant institution, preferably both at headquarters and in the field.
• Practical experience assessing, analysing and communicating key messages on good practices in development effectiveness.
• Experience in international aid evaluation processes will be an advantage.
• Familiarity with MOPAN’s work an advantage.

Languages:

Excellent oral and written communication skills in one of the two official languages of the OECD (English or French) and a very good working knowledge of the other language. A good level of Spanish would be an advantage.

Key Competencies:

• Excellent ability to research and analyse substantial amounts of information, both qualitative and quantitative.
• Demonstrated skills in policy analysis, including an understanding of critical issues facing aid agencies and developing countries.
• Good judgement in dealing with, and communicating complex and sensitive policy issues.
• Good understanding of statistics and of assessment/evaluation methodologies.
• Excellent writing skills and demonstrated experience and ability to produce clear and concise drafts of technical and policy oriented reports.
• Proven ability to work under pressure, establish priorities, and meet deadlines. Capacity to assume responsibility for new tasks.
• Demonstrated skills in project management, in particular an ability to formulate a work plan and implement it effectively.
• Demonstrated ability to work effectively with a co-operative spirit in a multicultural environment, both independently and as part of a multidisciplinary team; ability to communicate effectively with Delegations and authorities in member countries as well as with intellectual service providers.
• Excellent knowledge of website management tools and/or experience in communications, including the capacity to use opportunities to raise the visibility of MOPAN work. 

Contract Duration:

Fixed-term appointment of two years (possibility of extension).

Note: candidates retained for the next stage of the selection process will be invited to take a written test which is likely to be organised early January. Candidates who are successful in the written test would subsequently be invited for panel interview.
