Project Context:
Building Markets is recruiting for its Sustainable Marketplace Initiative project in Myanmar. The SMI will contribute to private sector development by linking international, regional and national buyers with capable local entrepreneurs. Building Markets is seeking resourceful and motivated staff who are committed to private sector development in Myanmar.
The Tender Distribution Service (TDS) distributes tenders, requests for proposals/quotations and any other announcements from buyers looking for specific goods and services. This information about new business opportunities is distributed on the Business Portal, by automated bulk email and automated bulk short message service (SMS) notifications, and on-site in the Building Markets project offices.
Position Overview:
The TDS Manager is responsible for implementing the country specific tender distribution strategy and the processes as outlined in the project work plan. The TDS Manager reports to the Business Development Manager.
Responsibilities and Duties:
Tasks for this position include, but are not limited to the following:
Project Implementation:
• Assist the CD and BDM in developing a tender distribution strategy
• Work with the BDM to establish internal targets in conjunction with the tender distribution strategy and work plan
• Develop a country specific tender distribution track-sheet and filing system for tracking tenders
• Work with the BDM to build strong relationships with the buyer and supplier communities in country
Tender Research:
• Conduct tender research through online research, review of printed materials, and collaboration with procurement departments
Tender Administration:
• Track all information on tender track sheet
• Maintain tender filing system and visitor logs to the tender distribution portal
• Record contract facilitations through TDS and communicate to BDM
Tender Distribution:
• Post tenders and tender notifications in the online tender directory and in print for vendor visits to TDP
• Develop marketing materials and participate in public relations campaigns
• Coordinate with other project services and participate in events to publicize TDS
Client Tender Support:
• Send weekly emails information registered suppliers about current tender opportunities
• Monitor visits to Tender Directory using Google Analytics
• Provide sector specific notifications about tenders using email/SMS
• Help visitors understand how to use the Business Portal/Tender Directory, information on upcoming procurement training sessions, etc.
Communications and Reporting
• Prepare monthly and quarterly TDS surveys and reports
Required qualifications, skills and experience:
• Minimum of a Bachelor’s degree in accounting, business administration or equivalent
• Minimum of 5 years relevant work experience, preferably procurement related
• Strong English skills both written and oral
• Strong ability to work with MS Word and Excel
• Demonstrated experience managing the administrative and logistical needs of an organization
• Demonstrated management experience
• Good interpersonal skills, ability to interact with all levels of the Myanmar and expat staff, local vendors, government officials and Building Markets partners
• Strong organizational skills and attention to detail
• Strong motivation to promote private sector development in Myanmar
• Entrepreneurial and resourceful attitude
