International Chief Technical Advisor Ha Tinh Agricultural Development Project
With financial support from the Canadian International Development Agency (CIDA), this initiative supports the Province of Ha Tinh in implementing key priorities within the 5-year Provincial Agriculture and Rural Development Plan, building small-scale infrastructure and strengthening public administration in support of agricultural development. The project has officially been operational since June 2011 and is presently implementing its first-year workplan. In order to support the province in the implementation of follow-up activities of the project, the Department of Agriculture and Rural Development (DARD), Province of Ha Tinh, Vietnam is recruiting an international Chief Technical Advisor (CTA).
This is a full time position for a period of up 12 months, with the successful candidate to be fielded as soon as possible. The position will be based in the Management Unit (PMU) of the Ha Tinh Agricultural Development Project within Ha Tinh City of Ha Tinh Province, Vietnam. Key responsibilities
1) Strategic Planning and Analysis
Providing the province with technical analysis and strategic advice for the implementation of the key priorities within the provincial five-year Agricultural and Rural Development Plan, based on consultations with stakeholders at national and sub-national levels, and on analysis of the provincial agricultural context, and on the identification of agriculture sub-sectors of comparative advantage for the province.
2) Technical Assistance advisory support
Supporting the province in establishing technical assistance needs, and taking part in the identification and selection of local and international technical assistance required for project implementation.
3) Monitoring, Evaluation and Reporting
Supporting the province in carrying-out project monitoring, evaluation and reporting responsibilities. This includes identifying and implementing ways to strengthen the province’s capacity as needed, based on monitoring and evaluation findings.
Qualifications required
Education
Mandatory Masters Degree in in Agriculture, Agricultural Economics or another closely related field with a minimum of 10 years of relevant work experience, or a Bachelor degree in the same discipline(s) with a minimum of 15 years of experience in similar position(s).
Experience
- Minimum of 10 years work experience related to agricultural development and/or agribusines
- Minimum of 5 years work experience in strategic planning
- Minimum of 5 years of experience in public sector capacity building and local governance issues, preferably in the agricultural sector
- Minimum of 5 years of experience in results-based management, monitoring and evaluation
- Excellent oral and written English skills
- Knowledge of Vietnamese as an asset.
