Purpose of Role
Working as a member of the Human Resources and in collaboration with staff across other organizational units, the Human Resources Administrative Specialist will be responsible for delivering efficient and effective administrative services to Bioversity staff at Headquarters’ and in regional offices around the globe. The position is located at Bioversity’s Headquarters’ in Maccarese, near Rome, Italy.
 
Main responsibilities
Under the supervision of the Manager of Human Resources, the incumbent’s will have the following specific responsibilities:
_ Provide advisory services to unit staff and staff across the organization on policies and procedures related to contracts, entitlements and social security scheme;
_ Coordinate the administration of employment contracts for Bioversity staff including preparing draft offers of employment, new contracts, probationary period and contract renewals procedures, and ensuring that all administrative decisions are taken in accordance with the provisions of the Personnel Policy Manual (PPM);
_ Coordinate the administration of staff entitlements and social security benefits (insurances and retirement plan) including establishing and monitoring eligibility to these benefits in accordance with the provisions of the PPM; liaising with AIARC (social security service provider) to ensure timely enrolment of new staff and dependents, notification of changes in status affecting the scheme (e.g. salaries, voluntary contributions, number of dependents, separations, etc), and resolving related issues;
_ Prepare monthly payroll changes and ensure that these changes are accurate and communicated within established deadlines to the Payroll unit;
_ Brief staff, upon appointment and separation, on eligibility for entitlements, social security benefits, and
related policies and procedures;
_ Oversee and monitor the input of administrative data in the HR management information system to ensure it is accurate, complete and current;
_ Prepare periodical statistical reports and analysis thereof in support of a number of organizational processes;
_ Regularly review administrative processes and procedures to ensure services are delivered in the most
efficient and effective manner, and make recommendations for improvement;
_ Perform other duties as requested.
 
Qualifications and competencies
 
Essential qualifications & competencies
• University degree in business administration or a related field, or equivalent qualifications.
• Minimum of 5 years’ relevant experience, preferably in an international working environment.
_ Proficiency in relevant software packages (Microsoft Word, Excel, and PowerPoint).
_ Very good knowledge of and experience in the use HR information management systems to provide
efficient and effective administrative services.
_ Strong interpersonal and communication skills, and the ability to establish and maintain effective
collaborative working relationships with people of diverse cultural and national backgrounds.
_ Strong organizational skills, including priority setting, ability to work on a range of activities
simultaneously and attention to detail.
_ Demonstrated ability to combine analytical and creative skills to find effective solutions to problems.
_ Excellent command of the English language, both verbal and written.
_ High degree of judgment and initiative and the ability to work with a high degree of independence within
assigned areas.
_ Strong client orientation and service approach.
 
Desirable qualifications and competencies
• Knowledge of other major international languages.
• Experience with the implementation of human resources information systems.
 
Terms and conditions: This is a locally recruited support position, at Bioversity’s headquarters. All benefits are denominated and paid in EURO. The position is level 6, in a scale of eight levels, with level 8 being the highest.
The salary range starts from Euro 43,554 per annum. Bioversity’s remuneration package includes a competitive salary, leave provisions, medical and life insurance, and non-contributory retirement fund. As this is a locally recruited position, relocation costs are not covered. The initial contract will be for one year, renewable, subject to a probationary period of six months.
