Monitoring & Evaluation Specialist UNICEF Sofia, Bulgaria


Purpose:

Under the supervision of the Senior Programme Manager, responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of UNICEF country programme.

Qualifications and competencies required:

  • Advanced university degree in Social Sciences, Demography, Development Planning, Statistics, Law or other related field;
  • Ten years of progressively responsible professional work experience at national and international levels in development programme implementation, monitoring and evaluation. Practical experience in community-based research;
  • Fluency in English and another UN language required. Knowledge of the local working language of the duty station is a must;
  • Strong analytical, quantitative and qualitative research skills.

Key Accountabilities:

  • Participates in policy dialogue with the Government, NGOs and other partners and engages in and establishes constructive dialogue between international and local stakeholders to support the development, implementation and monitoring of child rights monitoring systems. Provides technical advice and assistance to government officials and other partners on relevant legislative and regulatory changes;
  • Supports design and provision of training and capacity building for UNICEF Country Office and national partners for development of accurate measurement of change in conditions in the country or region to facilitate planning and to draw conclusions about the impact of programmes or policies;
  • Prepares a realistic plan for research, monitoring and evaluation activities ensuring most relevant and strategic information for the Country Programme, including tracking and assessing UNICEF’s distinct contribution. Maintains data bank of social indicators on the situation of women and children;
  • Supports preparation of programme documents and work plans with design of progress, output and outcome indicators. Participates in the development and introduction of new approaches and methods in project monitoring and evaluation. Ensures that UNICEF Country Office has quality information to assess progress towards expected results established in annual work plans;
  • Ensure that UNICEF-supported evaluations are designed and implemented to established UN quality standards, and the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning;
  • Prepares programme status reports required for management, board, donors, budget reviews, programme analysis, annual reports, etc.;
  • Undertakes on-going field visits to UNICEF project sites for orientation to project activities and local conditions. Prepares routine reports on results of visits and the project’s progress. Participates in inter-sectoral collaboration in tracking programme inputs and outputs.
