PROGRAMME COORDINATOR - ENHANCING JUSTICE DELIVERY AND HUMAN RIGHTS FOR ALL


The Ministry of Justice and Legal Affairs (MoJLA) with support from the United Nations Development Programme (UNDP) designed a four year support programme on “Enhancing Justice Delivery and Human Rights for All” with the view of strengthening the Justice, Law and Order Sector (JLOS) to improve capacities for coordination on justice and human rights delivery for the people. The Support Programme focus on creating responsive, accountable and democratic institutions that can meet the  international human rights obligations to promote protect and fulfil human rights through policy and legislative reforms, institutional capacity building, civic participatory and implementation of voluntary obligations. Specifically, the Programme  will support the JLOS to:
    • Strengthen the co-ordination framework of the Justice, Law and Order Sector.
    • Support policies and law reforms formulation in line with the Constitution and existing regional and international obligations  
    • Strengthen capacity of the Justice, Law and Order Sector to effectively and efficiently execute their mandates
    • Support legal aid and other mechanisms or systems for enhancing access to justice by vulnerable groups
    • Strengthen state party reporting under international and regional human rights instruments
    • Support ratification and domestication of international human rights instruments
    • Build the capacity of institutions to apply the rights based approaches
      It also seeks to build strong partnerships between the institutions in the JLOS, CSOs and donors for addressing challenges that have militated against qualitative justice delivery. The Ministry of Justice and Legal Affairs as the Implementing Partner has the role to facilitate, coordinate, regulate, monitor and support all Responsible Partners in meeting the intended targets and achieve expected results for this Support Programme. To this end, the Ministry will require the technical and support services of a Programme Coordinator to support the execution of the programme.

      Under the guidance of the UNDP Deputy Country Director (Programmes) and the Ministry of Justice and Legal Affairs, the Programme Coordinator will be responsible for overall management of the programme on “Enhancing Justice Delivery and Human Rights for All”. In managing the programme, the Programme Coordinator will be supervised by the Assistant Resident Representative (ARR) and the Ministry’s Programme Manager. The Programme Coordinator will ensure that implementation of this support programme is consistent with UNDP rules and regulations.

      Duties and Responsibilities

      The Programme Coordinator will ensure that implementation of this justice and human rights support programme is consistent with UNDP rules and regulations and will focus on the following areas:

      Support the implementation of the programme on “Enhancing Justice Delivery and Human Rights for All”;
      • Coordinate and work with MoJLA in the implementation and monitoring of the programme, ensuring participation and coordination with Responsible Partners and relevant actors;
      • Manage the implementation of this capacity building support programme, through developing workplans, monitoring and evaluation of plans, and resolving challenges that arise in the process in conjunction with MoJLA
      • Manage day to day administrative matters of the  Programme  
      • Manage the performance of consultants and specialist advisors engaged to support the Programme.
      • Manage Programme  implementation activities, including design of ToR for consultancies  in consultation with MoJLA
      • Develop specific activities, including preparation of concept papers and agendas in consultation with MoJLA
      • Provide secretariat, technical and advisory support services to the Programme Board and Programme Management Team meeting, amongst others.
      Monitor the overall progress and performance of the support Programme  by ensuring proper planning, benchmarking and target setting;
      • Provide quality analysis and substantive inputs to the development and management of the support Programme, in close cooperation with GoZ and UN agencies;
      • Prepare annual workplans, budgets and other documents for the management of support Programme;
      • Monitor Programme  progress against annual and quarterly workplans and budgets;
      • Monitor and evaluate activities implemented;
      • Manage the accurate and timely narrative and financial reporting obligations on the progress of the support Programme.
      • Consolidate inputs from the Programme, as required and ensure reports are provided to donors according to UNDP’s contractual obligations.
      • Provide periodic updates to the UNDP ARR and Ministry Programme Manager on the implementation and work progress of the support Programme.
      Provides technical and advisory support to the MoJLA and facilitates knowledge building and knowledge sharing:
      • Provide technical and advisory support services to the MoJLA on the implementation of the support to capacity strengthening;  
      • Support policy dialogue processes and best practices on JLOS for capacity building issues with various stakeholders;  
      • Identify opportunities for enhancing resource mobilisation, knowledge and experience sharing in the MoJLA and develop relationships with other justice delivery coordinating mechanisms to provide opportunities for  learning;
      • Prepare information documents and codify data on justice delivery and human rights issues for MoJLA.

      Required Skills and Experience

      Education:   
      • Masters degree in Political Science, International Relations, Law, Social Sciences, Public Policy or related field. 
      • A higher post graduate qualification will be a distinct advantage.  
      Experience:   
      • A minimum of 7 years progressively responsible experience in JLOS, Programme management, preferably with a focus on coordination and institutional capacity development.
      • Demonstrated ability to prepare Programme proposals and manage financial and human resources.
      • Demonstrated ability in monitoring and evaluating development Programmes.Experience in designing capacity building training programmes. Experience and knowledge of UN financial, human resource, procurement, management and general operations policies is an asset.
      • Experience working in a multi-cultural and/or international work environment. Wide experience of technical advisory support and overall capacity development, preferably in Africa.
      Language Requirements:   
      • Fluency in both written and spoken English
      Other requirements:
      • Competent in usage of MS Office software programmes (MS Word, Excel, Power-Point)
      • Knowledge of Results Based Management methodologies would be an asset
